New regulations on the authority to manage teachers of the professional department of the People's Committee at the commune level

The Ministry of Education and Training has just issued Circular 15/2025, which stipulates that the Department of Culture and Social Affairs under the People's Committee of the commune has 15 tasks in the field of education.

Notably, one of the tasks of the department is to advise on the team of teachers, educational institution managers, civil servants, workers and job positions, the structure of civil servants by professional title, and the number of people working in public service units.

The Department of Culture and Society advises and assists the People's Committee at the commune level in managing the organization and personnel of community learning centers.

Specifically, direct the implementation of the use, evaluation, training, fostering and implementation of policies for the team of teachers, management staff, civil servants and employees of community learning centers under the management authority according to regulations.

Advise and assist the People's Committee at the commune level in organizing the implementation of autonomy, being responsible for explaining the performance of tasks, ensuring the quality of education and educational activities under its management authority.

Advise and guide the work of primary school enrollment under the management authority; carry out the work of universalizing education, compulsory education, eliminating illiteracy and building a learning society in the area.

Direct, guide and supervise schools in the area under their management authority to carry out educational quality assessment, build schools that meet national standards, and implement quality improvement plans to continuously maintain and improve educational quality according to regulations.

Receive educational quality assessment records of schools in the area under its management authority for appraisal before sending to the Department of Education and Training.

Advise competent authorities on support policies for community learning centers to operate effectively, contributing to the successful implementation of local economic, cultural and social development goals.

Advise and assist the People's Committee at the commune level in organizing and managing preschools; primary schools, secondary schools, general education facilities with multiple levels of education, with the highest level being secondary school, and community learning centers in the management area.

In addition, the department has financial and property tasks for education. In which, it coordinates with relevant professional agencies to advise and submit to the People's Committee at the commune level to decide on planning, land use plans, and education development plans in the area within the scope of decentralized management...
