(Chinhphu.vn) - The Government Office has just issued Notice No. 679/TB-VPCP dated December 9, 2025, concluding the Prime Minister Pham Minh Chinh's conclusion at the meeting on the progress of the "Quang Trung Campaign" to rapidly rebuild and repair houses for households whose houses collapsed, washed away, or were severely damaged by recent storms and floods.

On behalf of General Secretary To Lam and other Party and State leaders, Prime Minister Pham Minh Chinh commended the efforts of local authorities, military and police forces, the Ministry of Agriculture and Environment, the Ministry of Construction , the Fatherland Front at all levels, and the Ho Chi Minh Communist Youth Union in overcoming the consequences of recent natural disasters and floods, especially focusing on supporting the reconstruction and repair of houses for people; localities, especially Gia Lai province, and military and police forces have actively participated and resolutely deployed the "Quang Trung campaign" to promptly start rebuilding 971/1,635 completely collapsed houses and complete the repair of 34,627/39,461 damaged houses.

The Prime Minister severely criticized the leaders of Quang Tri province for not attending the meeting as scheduled and for being slow in implementation (12 households whose houses were damaged by storms and floods have not yet repaired, reinforced against landslides or relocated to build new ones; people still have to stay temporarily); requested Quang Tri province to report back to the Prime Minister before 5:00 p.m. on December 9, 2025 about this delay.

The Prime Minister emphasized that this is a "Campaign" without gunfire, but must be victorious and victorious resoundingly, must be determined to complete the repair and reconstruction of houses, bringing joy and happiness to the people, especially families without homes after the historic storm and flood in the Central region according to the direction of the Prime Minister in Official Dispatch No. 234/CD-TTg dated November 30, 2025 and Document No. 1551/TTg-NN dated December 3, 2025 (complete the repair of damaged houses before December 31, 2025; rebuild and resettle all households whose houses were collapsed, collapsed, or swept away by floods before January 31, 2026). Party committees, authorities, agencies, organizations, and functional forces need to determine that this is not only a political task or normal responsibility, but also a heart-to-heart command, a sentiment towards the people.

According to the report compiled by the Ministry of Agriculture and Environment, up to now, the number of collapsed houses that need to be rebuilt is still very large (1,156 houses, of which 664 houses have not yet started construction), over 4,800 houses still need to be repaired. Localities need to be more determined, faster, and stronger in implementing the "Campaign"; the Secretary of the Provincial Party Committee, the City Party Committee, the Chairman of the People's Committee of the provinces and cities must directly lead, direct, and assign specific tasks to each comrade in the Standing Committee, closely following the area of ​​each ward and commune, directly monitoring, checking, urging, reviewing the progress of implementation every day, every week, and handling any problems arising during the implementation process.

The People's Committees of provinces and cities strictly implement the regulations on reporting the progress and results of the implementation of the "Campaign" to the Ministry of Agriculture and Environment, the Ministry of Finance and the Government Office before 3:00 p.m. every Saturday; promptly report to competent authorities to direct the resolution of difficulties, problems and make proposals and recommendations (if any). The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Finance and the Government Office to synthesize and report to the Prime Minister before 3:00 p.m. every Sunday (in case any province or city has not submitted a report by the deadline, the Government Office will immediately remind).

The Ministry of Agriculture and Environment proactively coordinates and guides localities regarding land-related problems for households that must be resettled (if any).

Provide maximum support to people to repair and rebuild houses as soon as possible.

The Ministry of Finance prepares resources to support immediately when needed and guides localities in implementation.

Mobilized resources include central resources, local resources, state resources, and private resources. The state provides general support, encourages people to spend more money, borrow more money, and calls for help to build and repair bigger, more beautiful houses.

The Ministry of National Defense and the Ministry of Public Security directed units to continue to provide maximum possible support forces at the request of localities to support people in repairing and rebuilding houses as soon as possible.

The Ministry of Construction provides guidance on house model design according to tasks in Official Dispatch No. 234/CD-TTg dated November 30, 2025 of the Prime Minister.

Propose that the Vietnam Fatherland Front and organizations continue to mobilize organizations, individuals, and philanthropists to support people in overcoming the consequences of natural disasters and floods; Ho Chi Minh Communist Youth Union demonstrates the spirit of being a shock force actively participating in the "Campaign", supporting people in overcoming the consequences of floods, especially in rebuilding and repairing houses for people, assigning the Secretary of the provincial and grassroots Youth Unions to directly direct and report the results to the Central Youth Union before 3:00 p.m. every Saturday so that the Central Youth Union can report to the Prime Minister before 3:00 p.m. every Sunday.

The Corporations: Vietnam Electricity, Vietnam National Industry and Energy, Vietnam Posts and Telecommunications, and Military Industry and Telecommunications continue to pay attention, consider, and support localities and people in disaster and flood-affected areas to overcome difficulties and quickly overcome the consequences of natural disasters.

No loss, waste, corruption, or negativity

The Government Inspectorate carries out surprise inspections of the progress and use of resources by localities, ensuring the correct scope and subjects, and preventing loss, waste, corruption, and negativity.

Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media and press agencies open special pages, columns, develop topics, etc. to continue to do a good job of communication, reporting daily and weekly on good places and good practices to encourage and support the implementation of the "Quang Trung Campaign" in localities.

The Government Office monitors and urges according to assigned functions and tasks, synthesizes with the Ministry of Agriculture and Environment and reports to the Prime Minister as prescribed before 3:00 p.m. every Sunday. Organizes regular meetings of the Government Standing Committee with the Secretaries of Provincial and Municipal Party Committees, Chairmen of the People's Committees of provinces and cities every 2 weeks (from December 9, 2025) to grasp the situation, urge and resolve problems.
