Reviewing the licensing and management of parking lots nationwide

The Government Office has just issued an official dispatch conveying Deputy Prime Minister Tran Hong Ha's opinion on continuing to review and handle parking lots under bridges and roads.

A parking lot under the bridge

Based on the report of the Ministry of Construction on the review of parking lots under bridges and roads, Deputy Prime Minister Tran Hong Ha requested the Chairmen of the People's Committees of provinces and cities to urgently review the planning of parking lots; adjust and supplement the planning of parking lots to ensure feasibility; have specific plans and solutions, focus on investing in parking lots that meet the required ratio, especially prioritizing immediate and timely investment to meet the needs of people in large cities, densely populated areas, and industrial parks; apply digital transformation in the management of exploitation and maintenance, implement non-stop toll collection at bus stations and parking lots in urban areas to improve traffic management, promote civilization in urban areas.

Localities must inspect and review all licensing, management, exploitation and operation of parking lots (including the temporary use of roads and sidewalks for the purpose of keeping vehicles in traffic), especially fire prevention and fighting; rectify the licensing and management of parking lots at ward and commune levels, and absolutely not allow the existence of spontaneous parking lots that do not comply with the law.

The Deputy Prime Minister also requested to issue full regulations on the content and responsibilities in the management and protection of road infrastructure in the area; strengthen road patrols, bridge patrols, and inspections to promptly detect and prevent acts of encroachment, occupation, use, and illegal construction within the protection area of ​​road infrastructure, especially under-bridge areas, to ensure traffic order and safety, and road construction safety; strengthen inspection and examination of road infrastructure protection.

Along with that, localities need to strictly handle violations related to encroachment, occupation, use, and illegal construction within the protected area of ​​road infrastructure; violations of fire prevention and fighting regulations and cases of using under bridges and under roads as illegal parking lots.

The Deputy Prime Minister requested strict handling of the responsibility of the Chairman of the People's Committee at the commune level if there is a repeat violation of using the area under bridges and roads as parking lots, causing unsafe road works.

Previously, at around 1 p.m. on August 30, a large fire broke out at a parking lot under Vinh Tuy Bridge (Hong Ha Ward, Hanoi ), burning more than 500 motorbikes and threatening to affect the structure of the bridge.

Immediately after the incident, Deputy Prime Minister Tran Hong Ha signed and issued a Prime Minister's dispatch requesting to rectify all activities of vehicle parking under bridges and roads, strictly handle violations and hold leaders responsible if a similar situation recurs.
