The Ministry of Construction has recently submitted a document providing feedback on the adjustment of the overall plan for the development of the national airport system, which includes a notable point regarding the study of upgrading Quang Tri Airport from level 4C to level 4E.
According to the Ministry of Construction's assessment, this upgrade is necessary to meet future transportation needs and position Quang Tri as an important industrial and logistics center in the North Central region.

Vision to become a hub for the aviation industry.
The Ministry of Construction believes that the Central region still has a gap in terms of a regional or international-scale aviation industrial center. In this context, Quang Tri is considered a locality with many favorable conditions to develop a modern aviation industrial complex, combined with a logistics and cargo transshipment center.
The establishment of a large-scale logistics hub here is expected to complete the nation's multimodal supply chain. Air transport, with its ability to quickly transport high-value goods, will create a clear competitive advantage for the region. This is a key factor in attracting airlines, logistics companies, and especially international corporations in the aircraft maintenance and repair (MRO) sector.

This project not only serves domestic needs but also plays a pivotal connecting role on the Quang Tri - Salavan (Laos) - Ubon Ratchathani (Thailand) economic corridor, promoting international trade and cooperation.

Requirements and challenges
To ensure the feasibility of the proposal, the Ministry of Construction requested the Civil Aviation Authority of Vietnam and the consulting firm TEDI to supplement detailed forecast data on cargo transport demand, especially for high-value goods, through Quang Tri Airport and the entire East-West economic corridor.
A major challenge is that the Quang Tri airport project is being invested in under a public-private partnership (PPP) model with an operating and toll collection period of over 47 years. Upgrading to level 4E could lead to changes in infrastructure scale such as runways and taxiways, increasing the total investment cost.
Therefore, stakeholders need to carefully assess the resulting impacts, including land use requirements, land acquisition, financing options, and overall investment efficiency, to ensure the project is implemented sustainably.
Current project information
The Quang Tri Airport project has a total investment of over 5,800 billion VND and is being built on an area of approximately 316 hectares in the former Gio Quang commune. According to the initial design, the airport will meet 4C standards and be capable of handling aircraft such as the Airbus A320 and A321. Phase 1 of the project is expected to be completed by April 30, 2026, with a designed capacity of approximately 1 million passengers per year.
