Will promote digitalization, use AI to serve legal codification work

Speaking to the press, Deputy Minister of Justice Dang Hoang Oanh said that with 45 topics arranged scientifically and elaborately, the Vietnamese Code of Laws will be a tool for people and businesses to look up and find useful legal regulations.

Reporter: Could you please tell us how the Vietnamese Code was formed and what effect it has on agencies, organizations and individuals?

Deputy Minister of Justice Dang Hoang Oanh: The Code was built and formed from nearly 9,000 legal documents still in effect at the central level and is arranged and structured into 45 topics. Each topic has one or more sections (there are 271 sections belonging to 45 topics).

Each topic is codified from many different documents that regulate a certain field and is arranged in a scientific and logical order. The structure of the topic is based on the layout of the legal document with the highest legal effect among the documents codified into each topic.

With such a codification, the Code will help individuals and organizations easily and conveniently look up and search for legal regulations, thereby contributing to bringing the law into life and improving the legal level of the people.

Reporter: After announcing the Vietnamese Legal Code, what solutions will the Ministry of Justice and other ministries and branches implement to ensure that the Legal Code effectively promotes its value in social life and, as Minister of Justice Nguyen Hai Ninh said, the Legal Code must be "Correct, Sufficient, Clean, and Alive", Deputy Minister?

Deputy Minister of Justice Dang Hoang Oanh: After 10 years of deployment and implementation, the Code has been positively received by society. There have been nearly 2 million visits to exploit and use the Code. In the coming time, in order for the systematization of legal documents to be carried out more professionally and effectively and for the Vietnamese Code to increasingly spread and promote its useful values ​​in practice, it is necessary to strengthen the effectiveness and efficiency of state management in the systematization of legal documents and the codification of the legal system.

Accordingly, agencies need to increase their proactiveness and strictly implement the Law on Promulgation of Legal Documents, the Ordinance on Codification of the Legal System and documents detailing and guiding their implementation; promote regular review, promptly implement or recommend competent authorities to amend, supplement, replace, abolish or issue new documents to ensure the suitability and consistency of the legal system.

Further enhance the responsibility and role of heads of ministries, branches and localities, closely direct the implementation of reviewing and systematizing documents, codifying the legal system; accurately determine the validity of documents, handle legal documents to terminate the validity of legal documents, announce legal documents that have expired or ceased to be effective in accordance with legal regulations and promptly update legal regulations in the Code.

Ministries, branches and localities also need to continue to pay attention to directing, strengthening the organization, and improving the capacity of civil servants doing legal work in general and the work of reviewing and systematizing legal documents and codifying the legal system in particular.

Strengthen the application of information technology, especially promoting digitalization, developing artificial intelligence (AI) and ensuring resources and funding to effectively implement these tasks; regularly update, manage, maintain in combination with communication, introduction and guidance for each individual, agency and organization in society to effectively exploit and use the Code.

Reporter: As for the Ministry of Justice, what will the ministry do to "increase" the value of the Vietnamese Code of Laws, Deputy Minister?

Deputy Minister of Justice Dang Hoang Oanh: The development of the Code has made an important contribution to the process of building and perfecting the legal system as well as contributing to the effective application and enforcement of the law. Through the codification work, the Ministry of Justice, together with ministries and branches, has reviewed and "cleaned" nearly 9,000 legal documents of the Central Government, contributing to ensuring the unity and uniformity of the legal system.

In the coming time, together with relevant ministries and branches, the Ministry of Justice will continue to research and advise on perfecting the institution on reviewing and systematizing legal documents and codifying the legal system to further enhance the responsibility and effectiveness of this task in the coming time, in which it is necessary to pay attention to fully managing the entire system of legal documents as well as the effectiveness of the documents.

With its responsibility, the Ministry of Justice will fully, promptly and accurately update the validity status of documents on the National Database of Laws.

At the same time, pay attention to and strengthen the application of information technology, invest in and upgrade the National Database of Laws, ensure that the source of data on legal documents is "correct, sufficient, clean, and alive" and operates continuously and stably, not only serving the search and application of laws by agencies, organizations, and individuals, ensuring the implementation of the goal of public and transparent legal system, but also being the basis for effectively implementing the work of reviewing and systematizing documents, codifying the system of legal norms in building and perfecting the organization of law enforcement, dissemination, andeducation of law.
