Will investigate and evaluate the effectiveness of OCOP products of 21 districts, cities and towns in Nghe An

The workshop was attended by representatives from relevant departments and agencies, as well as OCOP (One Commune One Product) businesses in the province. Mr. Hoang Nghia Nhac, Deputy Director of the Department of Science and Technology, chaired the workshop.

Nghe An is one of the localities that has strongly developed OCOP products. After more than 5 years of implementing the "One Commune One Product" (OCOP) program, it has become a widespread movement throughout the province. From 2019 to the present, the province has 567 OCOP products, including: 37 products achieving 4-star rating; 529 products achieving 3-star rating and 1 product achieving 5-star rating.

Through this program, many good models and effective, innovative approaches have emerged, contributing to the abundance, variety, and quality of agricultural products in the province, thereby increasing their value. This, in turn, contributes to the restructuring of the economy , improves people's income and living standards, and effectively implements the "Economy and Production Organization" criteria group in the National Criteria Set for New Rural Communes.

According to the "One Commune, One Product" project of Nghe An province for the period 2023-2025, Nghe An strives to have at least 650 OCOP products recognized with 3 stars or higher, including at least 10% achieving 4 stars; and at least 5 products achieving 5 stars. The goal is to consolidate and upgrade at least 30% of already evaluated and classified OCOP products; prioritizing the development of OCOP products associated with product brands. Priority will also be given to developing cooperatives and small and medium-sized enterprises (SMEs), aiming for at least 35% of OCOP entities to be cooperatives and 30% to be SMEs.

At least 10% of OCOP (One Commune One Product) entities have built value chains based on circular economy principles and green OCOP, linked to stable raw material areas; prioritizing OCOP products that have been evaluated and classified. At least 5% of traditional craft villages have OCOP products, contributing to the preservation and development of traditional craft villages.

However, the majority of OCOP products and the number of communes meeting the standards of new rural areas, advanced new rural areas, and model rural areas are concentrated in lowland districts and cities; there is a lack of harmony between the quality and quantity of products; the key products to be developed into major products of the province have not been identified; and the consumption of products still faces many difficulties and limitations...

To quantify the effectiveness and contribution of star-rated OCOP products and propose useful solutions, the research team of the Nghe An Center for Social Sciences and Humanities proposes the task: "Investigation and evaluation of the effectiveness of star-rated OCOP products recognized from 2019-2022 in Nghe An province and proposing solutions".

Accordingly, the research and evaluation task focuses on the following contents: The current state of production, consumption, and development of OCOP products with star ratings (3 stars or higher) in Nghe An province from 2019 to 2022; Survey and evaluate the effectiveness of OCOP products with star ratings (3 stars or higher) recognized from 2019 to 2022 in Nghe An province; Propose solutions to maintain and enhance the value of OCOP products with star ratings recognized in the province in the future.

At the workshop, delegates provided feedback on the research and investigation plan of the group. Accordingly, the focus was on the following issues: Specifying quantitative criteria; Adding survey subjects to the questionnaire; Investigating and analyzing why products that had already been awarded stars were downgraded; Developing OCOP products into tourism goods; Applying digital technology to the state management of OCOP products; Evaluating the effectiveness of booths displaying and introducing OCOP products…

On behalf of the research team, the meeting chairman acknowledged the contributions and suggestions from the participating delegates. He requested that the research team use these suggestions to adjust, supplement, and refine the task in order to ensure it is as practical as possible.

This will allow for the most specific and accurate assessments, leading to the development of effective solutions that will contribute to enhancing the value of OCOP products that have been recognized with star ratings in the province in the future.
