Digitalizing Party work at BIDV - the path to innovation in leadership methods

Digital transformation has become an important driving force in all fields, from economics, culture, society to politics. The Bank for Investment and Development of Vietnam (BIDV) has identified that science and technology development, innovation and digital transformation must continue to be strategic pillars, important breakthroughs, and key drivers to promote rapid, sustainable growth and enhance comprehensive competitiveness.

Science and technology activities, innovation and digital transformation must be organized and implemented synchronously and consistently throughout the entire system under the direct direction of the Party Committee, Board of Directors and Executive Board.

"Digital transformation is the vital bridge between the province and the commune in the new operating model. Digital transformation must become a data brain to synthesize, analyze, and warn of the situation early, to avoid information gaps."

In the political system, digitalization of Party work is considered a breakthrough to improve leadership capacity, increase transparency, and at the same time create fundamental changes in governance methods. At BIDV - a large Party Committee in the state-owned enterprise sector, digitalization is not only an objective requirement but also an opportunity to affirm its pioneering role in innovation. Vision by 2045, BIDV will become a comprehensive digital financial institution, integrating Banking - Technology, leading Southeast Asia in financial innovation, data capacity and customer experience, playing a central role in the national digital financial ecosystem. BIDV Party Committee has pioneered and actively implemented many innovative solutions, suitable to the characteristics of the situation of the whole Party Committee model with 251 Party organizations and more than 12,000 Party members across 34 provinces and cities across the country. Starting from organizing online meetings, competitions to learn about Resolutions and Directive 05 on studying and following Ho Chi Minh's moral example, learning about the publication History of BIDV Party Committee (1957-2025)... on digital platforms to applying software applications in Party work, the Party Committee has truly transformed itself and formed a management platform that ensures modernity and high transparency.

BIDV Party Committee has promoted collective intellectual strength, innovation spirit and high political determination in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Currently, 100% of the Party organizations of the Party Committee have used a modern electronic software program - the B.One Internal Management System. This is truly a "key" tool to help Party committees promptly update directive documents of the Central Committee and the Party Committee at higher levels; closely monitor the activities of Party cells/chapters and improve the quality of activities. Along with that, the Party member database, document management software, operational management, cadre evaluation, document processes... are synchronized and standardized, contributing to the modernization of the entire Party work system at BIDV Party Committee. This is an important premise for the formation of a digital Party Committee and digital Party Cell model in the period 2025 - 2028.

With the technology product "B.One Internal Management System for All Banks" being developed at BIDV, it was voted and honored by the Government Party Committee and awarded the Decision, with the sign "Typical product to welcome the 1st Government Party Congress". Comrade Phan Thanh Hai - Member of the Party Committee, Deputy General Director of BIDV, Head of the Project Management Board proudly affirmed: “After nearly 1 year of implementing the system, B.One has processed nearly 1 million jobs and more than 350,000 documents, in the field of Party work alone, the system has processed more than 12,000 jobs and 11,000 documents. The system helps save 30% of the average processing time, significantly reducing printing, administrative and travel costs, while increasing efficiency and transparency in management. With outstanding efficiency, the product was awarded the Sao Khue Award by VINASA in 2025, affirming BIDV's position in the group of state-owned enterprises pioneering in digital transformation”.

The Bone software project is a drastic, specific, and practical "action program" of BIDV Party Committee in promoting the collective intellectual strength, a testament to the belief in breakthrough innovation; a crystallization of the aspiration to contribute to the sustainable development of BIDV, contributing to building a prosperous and happy country entering a new era.

Comrade Ha Thi Trang - Deputy Head of the Propaganda and Mass Mobilization Commission of the Government Party Committee announced the decision, awarded the Certificate, performed the plaque-attaching ceremony, and recognized the efforts, creativity and outstanding results of the BIDV system in realizing the Party's major policies on digital transformation, science and technology development, and innovation.

The policy of digitizing Party work of BIDV Party Committee has closely followed the Central's orientation: Decision 204-QD/TW (2024) approving the Digital Transformation Project in Party agencies; Regulation 338-QD/TW (2025) laying the foundation for electronic administrative procedures in the Party. These documents not only create a legal corridor, but also set standards for Party committees at all levels to implement synchronously and consistently. At BIDV, that orientation is also specified in Resolution 91-NQ/DU (2025) on science - technology and digital transformation to 2030, vision 2045.

Thus, digitizing Party work is placed in the overall strategy, closely linked with the bank's comprehensive digital transformation. The general goal is to build BIDV Party Committee into a digital Party Committee, operating comprehensively on a technology platform. Specifically, 100% of Party organizations and Party members will be granted digital signatures; all data on cadres, Party members, organizations, documents, inspections and supervision... will be digitized; meetings, activities, and conferences will be transferred to a combined online environment; AI, big data, and blockchain applications will be researched and included to support leadership and direction.

An important requirement is to build a team of digital party members - people who are knowledgeable about technology, comply with information security regulations, actively participate in online activities and set an example in their units and party organizations in applying digital technology.

Firstly, perfecting digital infrastructure: gradually shifting to cloud computing, ensuring safety, synchronization, and interconnectivity between systems.

Second, application development: B.One as the central platform; adding AI Chatbot; deploying a new LMS for political training; enhancing digital communication through B.Media, internal social network.

Third, data management: standardize party member, organization, and document records; build a centralized monitoring and inspection data warehouse; exploit dashboards to serve direction and supervision.

Fourth, improve human capacity: train party members in digital skills, link system usage KPIs with competition; launch the "Digital Party Member" movement to change working habits and culture.

The 2025-2026 phase focuses on completing the infrastructure, standardizing data and putting core applications into operation on B.One. By 2026, the goal is for all Party and Mass Organization work to be able to Go-live on the system. The 2027-2028 phase will expand the scale, refine the system and gradually apply AI and blockchain to support leadership work.

After the implementation of phase I of digitalization, BIDV Party Committee has reduced more than 90% of manual paperwork, documents are processed more quickly, and Party cell activities are orderly and transparent. This is a result that many large Party Committees in the business sector have not achieved. This experience affirms BIDV's pioneering role in bringing technology into Party work.

The most important meaning is to improve the leadership efficiency and fighting strength of the Party organization, while saving costs, increasing productivity, and creating synchronization between professional and political work. This is proof that digitalization is not only a trend, but has become a strategic solution.

In order for the digitalization of Party work at BIDV Party Committee to achieve its goals and complete the set plan, it is necessary to focus on six core points:

First, strengthen political commitment and strong leadership from leaders.

Second, reform administrative procedures, cut out intermediaries to suit the digital environment.

Third, ensure human, financial and infrastructure resources; attach responsibility to implementation results.

Fourth , focus on continuous training and building digital culture throughout the Party.

Fifth, strengthen security and network security, and closely coordinate with relevant authorities.

Sixth, promote communication, spread models, replicate typical examples to create a movement, a rich and active playground in the Party Committee. Continue to raise awareness of cadres, party members, and employees about the meaning, role, and practical benefits that digital transformation brings. The Party Committee directs the Trade Union and Youth Union of BIDV to launch a response to October 10 every year as National Digital Transformation Day and the theme of 2025 "Comprehensive, comprehensive digital transformation for the entire population to accelerate and break through digital economic development" to create a strong momentum for digital economic development, contributing to improving labor productivity at BIDV, improving the quality of life and high-class services of modern banks, affirming BIDV's position in the period of deep international integration.

He also emphasized: “Digitalizing Party work is not only a technical solution, but also a change in leadership methods. When data is centrally and transparently managed, the direction and supervision process of the Party Committee will be faster, more accurate and more convincing.”

Digitalizing Party work at BIDV is a strategic step, linked to the country's development trend and the bank's own internal requirements. When the digital Party Committee and Digital Party Cell model comes into practice, BIDV will not only improve leadership and management efficiency, but also contribute to affirming the image of a state-owned enterprise pioneering in innovation, integration and sustainable development in the digital age.

A Party cell meeting at BIDV will no longer have the picture of printing dozens or hundreds of sets of documents, handing them out to each Party member and taking a lot of time to classify and compile reports. Instead, all documents are sent via the B.One system, Party members log in with digital signatures, discuss online and vote right on the application. This story reflects an inevitable trend: digitizing Party work is no longer a slogan, but is becoming a vivid reality in every daily activity.

With its stature and position, BIDV Party Committee has demonstrated its ability to realize new, difficult, and unprecedented policies from building an initial Party member database, digitizing the approval process for Party Standing Committee members and Party Executive Committee members, applying technology in Party work to innovating leadership methods. Those efforts and practical results have, are, and will continue to strengthen the trust of cadres, Party members, and employees in the Party's leadership and create new motivation to contribute to building BIDV "BIG - STRONG - GREEN".
