Quang Nam Department of Construction inspects progress of key traffic projects

Director of the Department of Construction - Mr. Nguyen Thanh Tam said that the inspection is to comply with the conclusion announcement of the Chairman of the Provincial People's Committee after the conference to discuss the disbursement of public investment capital and measures to overcome slow-progressing works and projects.

On April 25, the working delegation went to the field to grasp the construction progress and site clearance problems of the project to complete coastal road 129 (Vo Chi Cong) and the Central Region Connection project in Quang Nam province.

According to the investor, the Coastal Road Completion Project 129 consists of 2 components. Of which, component project 1 is 26.5km long, starting at the intersection with National Highway (QL) 40B from Dien Hong slope (Tam Ky city), ending at the intersection with DT620 (Tam Quang commune, Nui Thanh district), with a total investment of 1,076 billion VND.

The project will invest in building the remaining part on the right side of the existing route with a 25m wide cross-section in the section km0+120 - km8+880, a 38m wide cross-section through the section km8+880 - km26+500. The project implementation period is 2022 - 2025.

Up to now, Tam Ky City and Nui Thanh District have handed over 21.5/26.5km (81%) of the land length. The remaining 5km through Nui Thanh District has not been handed over, belonging to the communes: Tam Tien, Tam Hoa, Tam Hiep, Tam Giang, Tam Nghia and Tam Quang. Regarding the construction status, the contractors have basically completed 4/6 bridges; 3km of asphalt concrete has been laid.

Component project 2 is the road connecting Vo Chi Cong Street to Dong Que Son Industrial Park connecting with National Highway 14H and National Highway 1. This project consists of 2 sections: Section 1 starts at DT619 (Vo Chi Cong Street), the end point intersects with the road connecting National Highway 1 to Dong Duy Xuyen area, 19.39km long (section through Thang Binh is 18.39km long; through Duy Xuyen is 1km long). Section 2 starts at Vo Chi Cong Street, the end point intersects with National Highway 1, 3.74km long, through Thang Binh.

The total investment of component project 2 is 956 billion VND. The project implementation period is 2022 - 2025.

Up to this point, Thang Binh has handed over a land area of ​​17.5/22.1km. The remaining unhanded over land areas are 4.5km in total; of which 0.3km of national defense land is affected, 1.2km of agricultural land is affected, and 3km of residential land and houses must be cleared and resettled. Duy Xuyen has handed over 0.5/1km of land area.

With the Central Region Linkage Project in Quang Nam Province, the project is to build 31.854km of roads through Tam Ky, Thang Binh, Phu Ninh, Tien Phuoc and Bac Tra My. The total investment of the project is 34.514 million USD, equivalent to more than 768 billion VND. At this time, the localities have only handed over 15.5/31.5km (49.2%).

Reporting to the working delegation, the investor raised difficulties and obstacles in the implementation of the two key projects, especially the slow progress of site clearance.

Many resettlement areas for households subject to clearance have not been built by the locality. The compensation, support and resettlement value according to the 2024 Land Law has decreased significantly compared to the old regulations; especially garden and pond land adjacent to residential land is no longer supported with 50% of the residential land price, the unit price of architectural materials with regional coefficient has decreased, causing difficulties in mobilizing people's consensus...

In response to the recommendations of the investor and the locality, the working group noted them and will advise the competent authority to consider and resolve them. The group also requested the investor to direct contractors to accelerate construction progress in locations with favorable land. Localities should speed up site clearance, quickly resolve procedures, and remove difficulties within their jurisdiction to implement the project.
