Strengthen inspection and fight against fake drugs, milk and functional foods

This activity aims to implement the direction of Lam Dong Provincial People's Committee on strengthening inspection, examination, and combating counterfeit drugs, fake milk, fake health protection foods, and poor quality cosmetics. At the same time, it will improve the effectiveness of the fight against smuggling, trade fraud, production, and trading of counterfeit and poor quality goods, protect the interests of organizations, enterprises, and individuals producing and trading, and the rights of consumers regarding products under the management of the health sector.

The Department of Health requests that units, based on their assigned functions, tasks and powers, implement or advise competent authorities to proactively implement specific contents.

The Food Safety and Hygiene Department strengthens inspection and supervision of food safety and security; resolutely combats, prevents, and strictly handles organizations, individuals, production and business establishments that violate food safety regulations. Conducts post-inspection of self-declaration of products/registration of product declaration, production, business, import, advertising, sampling and testing of products/product groups in Appendix II of Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government .

Develop a post-inspection plan for food production and trading establishments in the area, focusing on controlling food safety assurance, post-inspection of compliance with food safety regulations for establishments producing, trading, importing, and advertising health protection foods (on newspapers, radio, and the internet); establishments producing and trading medical nutritional foods, foods for special diets; small establishments producing, trading, importing, and advertising. At the same time, strengthen sampling to check the quality of goods in areas where inspection and supervision have been carried out.

The Center for Pharmaceutical and Cosmetic Testing shall strengthen sampling and quality monitoring of cosmetics and pharmaceuticals in the area; promptly report cases of detecting counterfeit, poor quality and unknown origin goods (if any).

The Health Departments of districts and cities shall advise the People's Committees of districts and cities to direct local authorities to strengthen inspection, control, and strictly handle (or propose handling) the trading of counterfeit, fake, and poor-quality goods; promptly report cases of detected violations and signs of crime (if any) to coordinate with relevant authorities to find the root cause, in order to prevent and handle them in accordance with the law.

At the same time, require businesses selling medicines and health protection foods in the area to sign a commitment not to advertise or introduce false information, information lacking scientific basis or basis, or to exaggerate the features and uses of the product without carefully verifying the legal documents related to the product.

Coordinate with media agencies, increase dissemination of information related to counterfeit, fake, poor quality, smuggled goods, commercial fraud in pharmaceuticals, cosmetics, health protection foods, etc. Regularly update the list of organizations and individuals violating, widely inform on mass media, electronic information pages of agencies and units so that all people know.

The Department of Medical and Pharmaceutical Affairs - Department of Health presides over and coordinates with relevant departments to thoroughly disseminate to all cadres, civil servants and public employees to strictly implement public service discipline, regulations, rules and working procedures; enhance responsibility, ethics and public service awareness; absolutely not be affected, influenced or have group interests in the process of handling administrative procedures related to appraisal, granting operating licenses and product announcements in the medical field in the area.

Coordinate with media agencies, increase dissemination of information related to counterfeit, fake, poor quality, smuggled goods, trade fraud in pharmaceuticals, cosmetics, health protection foods, etc. widely disseminate information on mass media, websites of agencies and units so that all people know.

The Health Department Inspectorate continues to inspect and control the trading and business of counterfeit drugs, smuggled drugs, drugs of unknown origin, fake milk, fake health protection foods, cosmetics of unknown origin and poor quality; tighten the management of conditional business lines and professions in the health sector in the province.
