Strengthening the Party's leadership over the work of educating on diligence, thrift, integrity, etc.

The Standing Committee of the Provincial Party Committee requests that Party committees, Party organizations, units, and localities organize the study, understanding, dissemination, and popularization of Directive No. 42; link the education on diligence, thrift, integrity, impartiality, and selflessness with the work of Party building and rectification, especially personnel work, and the study and emulation of Ho Chi Minh's thought, morality, and style; and implement the Party's regulations on the responsibility of setting an example and the revolutionary moral standards of cadres and Party members in the new period.

Party members and officials, especially key officials, leaders, managers, and heads of Party committees, organizations, and governments at all levels, should be pioneers and role models in regularly studying and practicing diligence, frugality, integrity, impartiality, and selflessness; practicing revolutionary ethical standards in the new era; and incorporating the content of "promoting the exemplary role of Party members and officials" into the annual review, evaluation, and ranking of the quality of Party members and officials.

Furthermore, it is necessary to innovate and improve the content, form, and methods of education on diligence, thrift, integrity, impartiality, and selflessness, tailored to each target group; and to further promote the role of the press and media in information and propaganda work, creating a strong and widespread dissemination of education on diligence, thrift, integrity, impartiality, and selflessness throughout society.

Continue reviewing, supplementing, and perfecting regulations of the province, agencies, organizations, and units (as directed by the Central Government) and village regulations and community conventions on education and practice of diligence, thrift, integrity, impartiality, and selflessness; building a culture of integrity, frugality, and freedom from corruption, waste, and negativity for implementation in agencies, organizations, units, and the political system.

Regularly inspect, monitor, and urge the leadership, direction, and organization of the implementation of the Party's policies and regulations, and the State's laws on education and the practice of diligence, thrift, integrity, impartiality, and selflessness; build a culture of integrity, thrift, and freedom from corruption, waste, and negativity; and include this content in the annual inspection and monitoring programs of Party committees, Party organizations, and inspection committees at all levels.

At the same time, proactively advise the Standing Committee of the Provincial Party Committee and the Steering Committee for preventing and combating corruption, waste, and negative phenomena to direct the strict handling of cases and incidents involving acts of corruption, waste, and negative phenomena that erode public trust.
