On December 1st, Prime Minister Pham Minh Chinh signed a directive requesting ministries, agencies, and localities to intensify efforts to save money and combat waste.
To enhance the effectiveness and efficiency of implementing policies and laws on practicing thrift and combating waste, the Prime Minister requests Ministers, heads of ministerial-level agencies and government agencies; and chairpersons of People's Committees of provinces and centrally-administered cities to focus decisively on implementing the tasks and solutions.

Specifically, the organization will thoroughly and effectively implement Directive No. 27-CT/TW dated December 25, 2023, of the Politburo on strengthening the Party's leadership over the work of practicing thrift and combating waste; the directives of the General Secretary, the Government's Resolution, and the Government's overall program on practicing thrift and combating waste in 2024.
Emphasizing the need to strengthen leadership and guidance on practicing thrift and combating waste, the Prime Minister requested that ministries , sectors, and localities be responsible for uniformly directing the implementation of the goals and targets for practicing thrift and combating waste in 2024 in accordance with the Party's orientation and policies and the provisions of the law.
Minimize administrative procedures and compliance costs, creating the greatest possible convenience for citizens and businesses; shift from pre-approval to post-approval, and eliminate the "request-and-grant" mechanism.
Decentralize authority and power to competent agencies and localities to resolve issues and assume responsibility. Strengthen supervision, evaluation, and accountability of state agencies, officials, and public employees in serving the people.
完善 legal regulations related to the practice of thrift and combating waste , ensuring the synchronization and uniformity of the legal system, overcoming overlapping and conflicting situations, and improving the efficiency of managing and utilizing state resources.
Strengthen information dissemination, propaganda, and the popularization of laws, and build a culture of preventing and combating waste, making the practice of saving and combating waste a conscious and voluntary act. Timely commend and reward exemplary individuals in practicing saving and combating waste; implement measures to protect those who provide information to detect waste.
Strengthening the organization and implementation of thrift and anti-waste measures in all areas, focusing on state budget management; management and use of public investment capital; management and use of public assets; management of natural resources and minerals, especially land; management of state capital and assets invested in enterprises; organizational structure, labor management, working time management, etc.
Strengthen inspections, audits, and strictly handle violations of regulations on practicing thrift and combating waste, including regulations on handling violations by heads of agencies and units and individuals who allow waste to occur.
The Prime Minister has assigned the Ministry of Finance to take the lead in compiling and reporting to the Prime Minister the results of the review of all public assets and office buildings that are unused or underutilized, and to propose solutions for their disposal.
