Overcoming difficulties, ensuring safety

Amidst the busy traffic on Highway 5, the "shape" of the interchange connecting Highway 17B with Highway 5 and the Hanoi - Hai Phong railway in Phu Thai commune gradually appeared. In late October 2025, at the construction site, more than 40 construction machines and equipment including tower cranes, crawler cranes, excavators, rollers, etc. were operating continuously.

The construction site is large and bustling with 12 construction sites deployed simultaneously with more than 350 engineers and workers working in 3 shifts and 4 teams. With a determined and urgent spirit, the construction unit strives to bring the project to the "finish line" soon.

According to Mr. Nguyen Nam Tung, Site Commander, the construction project across National Highway 5, the vital traffic route connecting Hanoi Capital with Hai Phong, has a high density of vehicles, especially container trucks and heavy trucks. During the construction period of the intersection, ensuring progress while maintaining safety and smooth traffic flow is a big challenge for the construction unit.

The construction unit has arranged a system of signs, markers, and appropriate lane separation to ensure that two lanes of motor vehicles and one lane of non-motorized vehicles are maintained in each direction of the road. The project is large-scale, technically complex, and the construction site is narrow, so the contractor must specifically calculate each machine location. To limit the impact on traffic, the contractors will carry out the construction in stages. The contractor expects drivers, especially container truck drivers, to comply with the speed limit and instructions to ensure safety.

Recently, the erratic weather and prolonged heavy rains have caused many projects to be temporarily suspended, especially those related to concrete structures and foundation treatment. However, to ensure progress, on days of light rain, the construction unit flexibly uses roofs and organizes the construction with protective measures to ensure workers work safely.

When the weather is favorable, the construction force is mobilized to the maximum, deploying 3 shifts, 4 crews, taking advantage of every day, every hour to make up for the progress. "The construction sites of the bridge section, specifically in the area near the Hanoi - Hai Phong railway, the ground is weak, the foundation must be treated for a long time to ensure technical safety. Each bridge span takes an average of 15-20 days to treat the foundation," said Mr. Tung.

Besides, the relocation of technical infrastructure to have a clean site also takes a lot of time. The source of construction materials is scarce, the price of sand, fill soil, and concrete is high, causing pressure on contractors in assembling materials.

According to Mr. Nguyen Phuc Hai, Project Executive Director of Phuong Thanh Traffic Investment and Construction Joint Stock Company, during the implementation process, the contractor closely coordinated with functional forces to divide traffic, install signs and arrange for traffic controllers at points at risk of congestion.

During rush hours, when local congestion occurs, the unit assigns traffic controllers, equipped with reflective vests and sirens. “The goal is to ensure safety for vehicles and minimize prolonged congestion,” said Mr. Tung.

Removing "bottlenecks", opening the way for development

The project to invest in the construction of an interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway is invested by the West Hai Phong Construction Investment Project Management Board. The project includes a main interchange as a level 1 project, designed as an elevated roundabout, including a main bridge and 8 up and down branches, 19 m wide. The main access road is over 1 km long and 24 - 40 m wide. The service road is on the scale of a level 4 plain road, over 1.3 km long and 8 m wide. The project has a total investment of 1,867 billion VND.

The construction period according to the contract is from December 5, 2024 to December 24, 2025. The contractor is the joint venture of Phuong Thanh Transport Investment and Construction Joint Stock Company - Dat Phuong Group Joint Stock Company - Thinh Vuong TVT Joint Stock Company.

By the end of October 2025, the asphalt concrete paving of the approach and service roads on Highway 17 and the expansion of Highway 5 had been completed; service roads 2, 3, 4 and 5 had completed the roadbed. The main bridge junction had also completed 254/285 bored piles, 34/44 bridge piers and 8/32 box girder sections cast on scaffolding, the retaining wall had completed 470/520 reinforced concrete piles, the casting of box retaining walls was underway, and the construction of U and L retaining walls had been completed...

Upon completion, the connecting interchange will contribute to solving traffic congestion and accidents on Highway 5, gradually completing the traffic route connecting the Hanoi - Hai Phong expressway with Highway 18. The project also plays an important role in completing the traffic infrastructure system of Kim Thanh district, Kinh Mon town (old) and the traffic system of the West Hai Phong area. At the same time, it will create conditions for expanding urban space, promoting the socio -economic development of the area.
