- On December 9th, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector, chaired the 22nd meeting of the Steering Committee.
The conference was attended by Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Mr. Tran Hong Minh, Minister of Construction , Deputy Head of the Steering Committee; leaders of central ministries and agencies, and provinces and centrally-administered cities. The conference was held in a hybrid format, combining in-person and online participation. Attending the conference from the Lang Son provincial branch were Mr. Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; leaders of departments, agencies, and units; and the People's Committees of communes where the project passes through.

According to the report presented at the conference, at the 21st session of the Steering Committee on November 8, 2025, the Prime Minister assigned 28 tasks to ministries, sectors, and localities. These tasks focus on resolving difficulties and obstacles for the 3,000 km of expressways scheduled for completion in 2025, and accelerating investment preparation procedures to ensure the commencement and inauguration of these projects by December 19, 2025. Simultaneously, the leaders of the Steering Committee inspected the sites and directed relevant units to review and resolve difficulties and obstacles related to the projects.
To date, the units have completed 11 tasks on time. In addition, 16 tasks are being actively implemented by the units, and one task related to land clearance has not yet met the requirements of the Steering Committee.
Regarding the implementation of expressway projects planned for completion in 2025, to achieve the national target of 3,000 km of expressways, localities have made efforts and actively implemented land clearance, granted mining licenses, increased the mining capacity of construction material quarries, and basically completed the work, meeting the construction schedule. However, land clearance work in localities is still slow.
Regarding the specific construction progress of the projects, according to the plan, by the end of 2025, the units will complete 3,803 km of roads (including 3,345 km of main expressways; 458 km of interchanges and access roads). As of August 19, 2025, the units have completed and put into operation 2,620 km. It is expected that by December 19, the units will complete and open to traffic 3,513 km (including 3,188 km of main expressways and 325 km of interchanges and access roads).
In addition, the Ministry of Construction has reviewed, compiled, and reported to the Prime Minister on preparations for the groundbreaking and inauguration ceremonies of construction projects on December 19, 2025. Accordingly, as of December 8th, the Ministry of Construction had compiled a list of 245 projects and works in 34 provinces and cities that meet the criteria for groundbreaking and inauguration. Of these, 155 projects are scheduled for groundbreaking and 90 projects for inauguration.
For the two projects implemented in Lang Son province, namely the Huu Nghi Border Gate - Chi Lang Expressway and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway, the province has focused intensely and decisively on directing and managing land clearance work, completing it on schedule according to the approved plans. The land area handed over meets the requirements of the construction progress. In particular, communes and wards such as Hoang Van Thu, Na Sam, Dong Dang, Ky Lua, Tam Thanh, Nhan Ly, and Chien Thang have made significant efforts in carrying out land clearance work.
At the meeting, representatives from various units reported and clarified several issues, including: obstacles in land clearance for projects; addressing landslides and accelerating construction for projects affected by storms; and construction plans to ensure safety and quality. In addition, delegates focused on discussing preparations for the groundbreaking and inauguration of projects on December 19, 2025.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, sectors, localities, and relevant units in implementing important national projects and key projects in the transportation sector. In particular, the Prime Minister commended the contractors, workers, and employees for their efforts in carrying out the projects despite complex weather conditions, ensuring project progress. This has contributed to creating an important foundation for the commencement and inauguration of these projects on December 19, 2025.
The Prime Minister directed: In December 2025, ministries, sectors, localities, and relevant units must work to the best of their abilities to complete projects and bring them into operation or commence construction in accordance with the law.
Specifically, construction must adhere to the schedule while ensuring the quality of the work, safety, hygiene, and environmental protection during construction; local authorities need to promptly and decisively resolve people's concerns and ensure their rights; units must regularly inspect and supervise construction to prevent negative phenomena and waste; contractors must focus intensely, working three shifts and four teams in the spirit of "working day and night" to accelerate progress; units and contractors must coordinate and support each other in implementing projects to ensure the common goals of the whole country.
With only 10 days left until the inauguration and commencement of projects, the Prime Minister requested that all units focus on reviewing the processes and procedures to ensure the inauguration and commencement of projects are carried out according to the planned schedule. In addition, units should quickly review and propose awards for exemplary units and individuals, especially the staff and workers at the project sites. All of these tasks must be carried out in strict accordance with legal procedures.
