Focus on resolving land acquisition for key projects

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee concluded the conference.

Currently, the province is implementing 15 key projects on technical and social infrastructure development and projects to return technical infrastructure of the Dien Bien Airport Expansion Investment Project. As of November 10, in addition to the Thanh Binh Bridge project, which is on schedule, many projects are behind schedule compared to the plan.

Comrade Pham Duc Toan, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee gave his opinion at the conference.

Representatives of relevant departments, branches, localities and project investors presented difficulties and problems in the project implementation process, mainly related to compensation and site clearance (GPMB), especially in multi-disaster projects and dynamic road projects.

Chairman of the Provincial People's Committee Le Thanh Do assessed that the results of project implementation have changed; the provincial advisory work has resolved some difficulties and problems related to policies and site clearance work has been carried out; the disbursement progress of some projects has changed positively. However, it has not met the general requirements, especially site clearance work; the determination of land origin, the overlapping issues between previous projects and current projects, the issue of land filling coordination between bidding packages of projects, etc.

The Chairman of the Provincial People's Committee requested that for public investment projects, localities, departments, branches, and investors focus on thoroughly resolving the issue of site clearance, speeding up the implementation progress and capital disbursement. In particular, focusing on speeding up the implementation progress of the projects: Dynamic Road; multi-natural disaster; Provincial Guest House; airport infrastructure restoration projects; construction of Hanoi - Dien Bien Phu Primary School; construction of working headquarters combined with technical center for radio and television program production; drainage ditches for resettlement areas, section from Noong Bua regulating lake to D6C bridge. For urban beautification projects towards the 70th anniversary of Dien Bien Phu victory, it is recommended that Dien Bien Phu City and the Department of Transport review, especially the 60m road section to Ta Leng intersection; the section from the Provincial Stadium to Cemetery A1; the section from the A-stand gate of the Provincial Stadium to the Provincial People's Committee; Lighting system for Nguyen Huu Tho street... For projects of other components, it is recommended to focus on completing site clearance work and investment procedures to create resources for implementing other projects. The Department of Natural Resources and Environment focuses on auctioning the airport hotel area (completing compensation plans); terminating contracts with organizations and individuals leasing the old bus station land that have expired.

Leaders of Dien Bien Phu City People's Committee clarified difficulties and obstacles of projects in the city.

Chairman of the Provincial People's Committee Le Thanh Do also requested Dien Bien Phu City, Dien Bien District, and the Department of Natural Resources and Environment to direct more drastically and mobilize more resources to carry out site clearance for projects. The city will focus on site clearance for the dynamic road project, focusing on package 6, 32m road; and thoroughly handle 1 household related to the Provincial Guest House project. Dien Bien District will focus on site clearance for multi-disaster project packages and dynamic road projects in the district; thoroughly handle households related to airport infrastructure restoration projects. Regarding problems related to land ownership and forest land assigned to the city, the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will review the origin of forest land. Regarding problems in site clearance compensation, the Department of Natural Resources and Environment will be assigned to study and advise the province to resolve.
