Thanh Hoa: Committed to disbursing more than 1,800 billion VND before December 31

Mr. Hoang Van Dong, Director of Thanh Hoa Department of Construction, said: The total public investment capital plan for 2025 assigned to the Department of Construction (including site clearance capital transferred from localities to the Department after July 1, 2025) is 2,458 billion VND. copper.

Up to now, 302 billion VND has been disbursed and the Department of Construction has issued Document No. 8763/SXD-KHTC dated October 3, 2025 requesting to transfer capital for the Road project from Dong Xuan intersection to Thanh Hoa city, Dong Thanh - Dong Tien section is 320 billion VND so it is not included in the Plan.

The remaining undisbursed capital plan to date is 1,835 billion VND.

The contractor representative committed that if there is space, they will concentrate machinery and equipment to speed up progress according to plan.

Thereby, requesting the Directors of Project Management Boards, Heads of Departments under the Department of Construction, General Directors, Directors of construction contractors and requesting the Chairmen of People's Committees of communes and wards where the project passes through to comprehensively forecast the risks and difficulties that may arise in order to propose appropriate solutions for each project;

Assign tasks and responsibilities to each specialized department to implement each project, strive to complete the disbursement of assigned capital in 2025 and disburse at the rate according to each time frame.

The representative of the Commune People's Committee said that the current difficulties in site clearance are verifying the origin of the land and arranging resettlement for affected households.

Speaking at the conference, representatives of construction contractors said: Currently, they are facing difficulties with the site not being handed over yet, the source of earthwork and crushed stone materials is scarce, and prices are increasing.

Thereby, it is recommended that the Department soon find solutions to resolve the above difficulties. If the above difficulties are resolved, the contractors will commit to concentrating machinery, working overtime, and increasing shifts to complete the project as committed.

Representatives of the People's Committees of some communes said: The site clearance work in the communes is still stuck in determining the origin of the land and the land fund for resettlement for households, so it cannot be completed.

To complete the disbursement work as planned, the Department of Construction requires contractors to increase the frequency of inspections, closely monitor project sites; require contractors to concentrate resources, increase equipment and labor, take advantage of favorable weather to organize construction "3 shifts", during holidays, handle or recommend strict handling of contractors who violate progress and quality according to the contract.

If necessary, the competent authority will be notified to terminate the contract and replace or add another contractor, especially for projects with a required completion time of 2025.
