Previously, the Ministry of Transport agreed in principle for Thanh Hoa province to allocate funds and organize the preparation of a detailed plan for the development of Thanh Hoa seaport land and waters for the 2021-2030 period, with a vision to 2050, and submit it to the Ministry of Transport for appraisal and approval.

According to the planning documents implemented by the Thanh Hoa Department of Transport, the Bac Nghi Son port area is planned to be expanded with a wharf length of 2,800m, a port area and post-port logistics of 186ha and has planned intake and discharge gates for cooling water, gas terminals... to serve the LNG power plant in industrial park 6A. Progress in developing ports to directly serve adjacent industrial facilities and factories according to demand.
In the detailed planning scheme for seaports, ports, wharves, buoys, water areas, and water regions for the 2021-2030 period, with a vision to 2050, which was submitted by the Ministry of Transport to the Prime Minister for approval, the planning of the expanded Bac Nghi Son wharf area is consistent with the detailed planning of Thanh Hoa seaport and the implementation progress after 2030.
However, after reviewing the volume of goods passing through the Southern Nghi Son port area by 2030, there will be a surplus of about 16 million tons/year (due to the Dai Duong cement factory coming into full operation in 2028 and the results of reviewing the actual exploitation capacity of the Southern Nghi Son port areas).
At the same time, according to the Plan for implementing the National Power Development Plan for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, Thanh Hoa province is planning the Nghi Son LNG thermal power plant and potential locations, as a backup for projects that are behind schedule or cannot be implemented.
Thanh Hoa province leaders informed that currently, Nghi Son LNG plant has been approved for investment in the South Nghi Son area.
Therefore, the People's Committee of Thanh Hoa province proposed that the Ministry of Transport consider and adjust and supplement some planning contents of the expanded Bac Nghi Son wharf area in the seaport group planning, detailed planning of Thanh Hoa seaport and specialized planning of seaports.
This is to suit the actual needs, promote all potentials and strengths, meet the development needs of Nghi Son Thanh Hoa seaport, especially the expanded Bac Nghi Son wharf area and create favorable conditions to attract the attention of investors.
Specifically, it is proposed to adjust and expand the port area and logistics after the expanded Bac Nghi Son port area from 186 hectares to 227 hectares; maintain the wharf length of 2,800m; maintain the intake gate, cool water discharge gate, gas wharf... to serve the LNG gas power plant in industrial park 6A.
At the same time, add a green strip to isolate the port logistics area from the urban and industrial areas behind to ensure environmental hygiene, in order to improve the exploitation capacity of the ports in the expanded Bac Nghi Son area.
In addition, adjust the progress to implement the expanded Bac Nghi Son wharf area before 2030 to suit actual conditions and meet the port's exploitation needs.
Thanh Hoa Provincial People's Committee also requested the Ministry of Transport to allow the Department of Transport to directly work with relevant units of the Ministry to receive, explain, supplement and complete the dossier according to regulations.
