The "fence breaking" incident for trucks to enter the Northern Expressway

(NLDO)- For illegally exploiting land, an individual involved in the incident of "breaking the fence" to let trucks enter the North-South Expressway in Thanh Hoa was fined more than 2 billion VND.


On March 19, news from the People's Committee of Ha Trung district, Thanh Hoa province said that this agency has issued a decision to administratively fine Trinh Van Hung (born in 1991; residing in Phu Son ward, Bim Son town, Thanh Hoa province) a total of more than 2 billion VND related to the incident of a truck carrying soil "breaking through the fence" to enter the Mai Son - National Highway 45 expressway as reported by the press.

Accordingly, through investigation and verification, the authorities determined that Trinh Van Hung (the owner of the excavator) had exploited common construction materials in the south of Thung Thi tunnel (next to Mai Son Expressway - National Highway 45, Ha Linh town, Ha Trung district) but without a license.

For this act, Trinh Van Hung was fined 45 million VND. For the excavator, the competent authority assessed the value at 2 billion VND. Trinh Van Hung, the individual who violated the law, must pay an amount equivalent to the value of the violating vehicle, which is 2 billion VND.

In addition, Trinh Van Hung also had to pay back more than 163 million VND for exploiting and selling more than 3,000 cubic meters of soil and rock.

As reported by Nguoi Lao Dong Newspaper , on May 11, 2024, many vehicles traveling on the Mai Son - National Highway 45 expressway, when reaching the Thung Thi tunnel area at Km 302+900 (section through Ha Trung district, Thanh Hoa province), could not help but shiver at the sight of a truck carrying soil "breaking through the fence" to enter the expressway and then cutting across the expressway through the soft median strip to the opposite lane.

The fact that trucks carrying soil cut across the highway made many traffic participants indignant, because vehicles traveling at high speed on the highway when reaching this section of road were forced to slow down, which posed a very high risk of traffic accidents.

Immediately after the incident, the People's Committee of Thanh Hoa province directed the urgent inspection, verification and clarification; promptly took measures to prevent and strictly handle organizations and individuals who sabotaged traffic works, did not comply with regulations when participating in traffic on the North-South Expressway and illegally exploited and transported minerals.

At that time, the police of Ha Trung district, Thanh Hoa province also stepped in to verify and clarify the incident. However, because there were no criminal elements, the police transferred the case to the People's Committee of Ha Trung district for administrative handling according to regulations.
