Thanh Hoa province has halted the project to build the Hoang Hoa District People's Committee headquarters, which had its investment capital adjusted from 45 billion VND to over 52 billion VND, following the Politburo's conclusion to implement the policy of not organizing district-level administrative units.
On March 5th, Mr. Hoang Ngoc Du, Vice Chairman of the Hoang Hoa District People's Committee, signed a decision approving the adjustment of the feasibility study report for the investment project to build the working headquarters of the Hoang Hoa District People's Council and People's Committee, increasing the budget from 45 billion VND to over 52 billion VND.
The incident caused public outcry because the approval for increasing the total investment for this project was signed and issued after February 28, 2025, when the Politburo and the Secretariat issued Conclusion 127 on conducting research and proposing further restructuring of the political system's organizational apparatus, which included the policy of abolishing district-level administrative units.

Speaking with VietNamNet, Mr. Le Dinh Binh, Director of the Investment and Construction Project Management Board of Hoang Hoa district, said that the project to build the working headquarters of the People's Council and People's Committee of Hoang Hoa district was approved by the Chairman of the People's Committee of the district on August 24, 2022.
The project has a total investment of 45 billion VND, managed by the Hoang Hoa District Investment and Construction Project Management Board, funded by the district budget and other legal sources. The building is 8 stories high with a floor area of approximately 5,000 m2.
The project aims to improve the infrastructure of local administrative agencies, create favorable conditions to maximize the efficiency of officials and employees of the District People's Council and People's Committee, enhance the quality of management and operation of administrative tasks, serve the people, and contribute to socio-economic development in the area.
According to Mr. Binh, this is a key project to celebrate the District Party Congress, expected to be completed by the end of March 2025. To date, the project has been 95% completed.
He also affirmed that the capital increase adjustment was planned since 2024, when adjustments were necessary during construction to ensure safety, aesthetics, and modernity upon commissioning, and had been approved by the District People's Council. The Department of Construction has also announced the results of the assessment of this adjustment.

“The district adjusted the total investment of the project upwards after the Politburo and Secretariat issued Conclusion 127. However, currently there are no guidelines from competent authorities regarding what percentage of the construction of administrative headquarters projects should be stopped or continued.”
"The project is currently 95% complete. If we stop, it will be impossible to finish and put it into use, which would be a huge waste," Mr. Binh said.
According to Mr. Binh, on March 10th, the Thanh Hoa Provincial People's Committee issued a document to departments, agencies, and localities in the province urging them to promptly review and advise on halting the implementation of new construction, repair, and renovation projects for district-level administrative offices and agencies (except in urgent cases directly affecting the safety of officials, civil servants, and workers) until further instructions from the Provincial People's Committee.
"Upon receiving the official document, we notified the contractor to completely halt construction of the district committee headquarters and to clean up the area, awaiting further instructions from the province before resuming work," Mr. Binh informed.
Da Nang temporarily suspends construction of office buildings and procurement activities at the district, commune, and ward levels.
The reason why the Yen Bai City headquarters upgrade project is still under construction despite the temporary suspension order.
