On the morning of November 15th, in Hanoi, Prime Minister Pham Minh Chinh chaired the National Conference on Tourism with the theme "Developing Vietnam's Tourism Rapidly and Sustainably". The conference was connected online to locations in provinces and cities across the country.

On March 15, 2022, Vietnam's tourism sector fully reopened to international visitors under the new normal conditions; since then, tourism has gradually recovered. By the end of October 2023, the number of international tourists had exceeded the annual target, reaching over 9.97 million; domestic tourists reached 98.7 million; and total revenue from tourism reached 582.6 trillion VND.
However, tourism still faces many difficulties and challenges. International tourist arrivals in the first 10 months of 2023 were only 69% compared to the same period in 2019 (before the pandemic). In addition, the tourism industry faces many challenges, especially meeting the increasingly high demands of the domestic market and the competition from countries in the region and internationally.

Based on the Prime Minister 's suggestion, at the conference, delegates including leaders of ministries and agencies; tourism experts; tourism corporations and businesses; and leaders of localities with tourism strengths discussed and analyzed the crises affecting tourism development, while also proposing breakthrough solutions to overcome difficulties and create favorable conditions for the rapid and sustainable development of Vietnamese tourism…
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh highly appreciated the opinions expressed by the delegates, noting their heartfelt and responsible contributions that offered insights and solutions for the future development of tourism nationwide. The Prime Minister requested the relevant departments of the Ministry of Culture, Sports and Tourism to incorporate these suggestions as a basis for advising the Government on the issuance of a resolution on "Rapid and Sustainable Development of Vietnamese Tourism".

The Prime Minister welcomed and commended the entire tourism industry for its efforts in achieving many positive results in recent times; at the same time, he also frankly pointed out the shortcomings and limitations of Vietnamese tourism and affirmed that in order to develop rapidly and sustainably, the tourism industry needs to change its mindset, have a longer-term strategic vision, and develop as a truly leading economic sector.
Specifically, businesses need to work together to best exploit opportunities, identify and overcome difficulties, and effectively utilize natural conditions and traditional cultural values of the nation to create unique and attractive tourism products; tourism services also need to be constantly innovated and created; promotion needs to be active, focused, and targeted, following the trends of the times regarding digital transformation and green transformation; it is necessary to build unique and distinctive tourism products, professional services, simplified procedures, safe, friendly, and civilized destinations, and development should be based on natural and human resources; build strong linkages between industries, localities and businesses, and between localities themselves; take advantage of opportunities to develop a comprehensive, rapid, sustainable, and highly effective tourism ecosystem... creating momentum for the development of other economic sectors, contributing to the promotion of the country's economic and social development.
This is reportedly the second symposium on tourism development held in 2023.
