Communique No. 2, 7th Session, 15th National Assembly

On Tuesday, May 21, 2024, the National Assembly continued the second working day of the 7th Session at the National Assembly House, Hanoi Capital.

Morning

Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a Report on explanation, acceptance and revision of the draft Road Law. After that, the National Assembly discussed a number of contents with different opinions in the draft Road Law.

At the discussion session, 23 National Assembly delegates expressed their opinions. The opinions basically agreed with the structure and content of the draft Road Law and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.

In addition, delegates focused on discussing the following contents: Scope of adjustment; classification of roads according to management level and service function; land fund for road infrastructure; road corridors and land used for road safety; design speed, operating speed and distance between vehicles; bus station and rest stop services; naming, renaming and numbering of roads; examination and assessment of road traffic safety; road inspection; prohibited acts...

In addition, delegates also requested the Drafting Committee to review the consistency in the legal system between the provisions of the Road Law and the Law on Road Traffic Order and Safety to ensure feasibility.

At the end of the discussion, Chairman of the National Assembly's Defense and Security Committee Le Tan Toi explained and clarified a number of issues raised by National Assembly deputies.

Afternoon

From 2:00 p.m. to 4:30 p.m.: The National Assembly held a plenary session in the hall, listened to Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong present the Proposal to adjust the Program of the 7th Session, 15th National Assembly and voted to approve the adjustment of the Program of the 7th Session, accordingly adding the content of approving the dismissal of the position of Minister of Public Security.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh present a Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on Property Auction. After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law amending and supplementing a number of articles of the Law on Property Auction.

At the discussion session, 15 opinions were expressed by National Assembly deputies, focusing on the following contents: Scope of Law amendments; auctioned assets; prohibited acts; Auctioneer practice certificates; rights and obligations of property auction organizations; criteria for selecting auction organizations to register to participate in auctions; auction procedures; appointment and dismissal of auction center directors; archiving of auction records; online auctions; sanctions for violations against auction winners who do not pay the auction winning money; cancellation of property auction results and legal consequences when canceling auction results; responsibilities of the Provincial People's Committee, transitional provisions...

At the end of the discussion, Chairman of the National Assembly's Economic Committee Vu Hong Thanh explained and clarified a number of issues raised by National Assembly deputies.

From 16:30 : The National Assembly meets separately on personnel work under its authority.

Under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Chairman of the National Assembly Tran Thanh Man, on behalf of the National Assembly Standing Committee, present a Report on the election of the President of the Socialist Republic of Vietnam for the 2021-2026 term; and listened to Prime Minister Pham Minh Chinh present a Report on the request for the National Assembly to approve the dismissal of the Minister of Public Security from office.

After that, the National Assembly simultaneously discussed in delegations two contents: electing the President of the Socialist Republic of Vietnam for the 2021-2026 term and proposing approval of the dismissal of the Minister of Public Security.

Wednesday, May 22, 2024, Morning: The National Assembly continues to conduct the process of electing the President of the Socialist Republic of Vietnam for the 2021-2026 term; listen to the Report and Verification Report on the results of implementing national goals on gender equality in 2023; conduct procedures to approve members of the National Defense and Security Council; conduct procedures to dismiss the position of Minister of Public Security; listen to the Report and Verification Report on the investment policy of the North-South Expressway construction investment project, western section Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc); listen to the Report and Verification Report on adjusting the investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.

Afternoon: The National Assembly discussed in the hall a number of controversial contents of the draft Law on Road Traffic Order and Safety.
