Expressing his views on the draft Law on Statistics, Mr. Quan Minh Cuong, Secretary of Cao Bang Provincial Party Committee, said that in order to have standard statistics and an accurate socio-economic picture, input data is very important.
Pointing out the fact that "input data is problematic", he said that if only local growth reports are added up, every place will increase by 5-7%, but the national growth is not as high as the lowest locality. The reason is explained that the growth of ministries and branches is not as high, which according to Mr. Cuong is "not very stable".
Input statistics are important
The Cao Bang Provincial Party Secretary said that statistical data on the country's socio-economic picture is scattered in many areas. Therefore, it is necessary to ensure that no statistical data is overlooked, and to enhance the role of authorities at all levels and government agencies in providing information to ensure authenticity.
For example, in Cao Bang, this year the local budget revenue is expected to increase by 100%, which is double that of last year, which also raises questions about how this increase can be achieved. However, in reality, import and export have increased by 282% and domestic revenue has increased by 25%. Mr. Cuong said that if added together, it would certainly increase by 100%, but the Cao Bang statistical agency said "it cannot be added".
“I find it absurd. The budget revenue has doubled but it is not included in the province's growth. The budget revenue has increased but the province says it has not grown, only increased by 8%. So where does that money come from to pay the budget? Obviously, there must be growth, production must increase, and business must be more to have money to pay taxes" - Mr. Cuong raised the issue.
According to the Provincial Secretary, the tax revenue in the area will be the most accurate way to assess growth. Therefore, if we only rely on the index of new investment added to growth, it will be difficult to have a standard picture of the economy, not to mention statistics on social indicators are even more difficult.
Citing further evidence, Mr. Cuong said that according to local reports, the number of tourists at Ban Gioc waterfall is 3 million/year, while the number of tickets collected is only a few tens of thousands. "I will say it straight away, either it is negative, visitors come in to collect money but there is no statistics, or there is no statistics but the reports are made to look impressive, so who can we believe?" - he asked.
He said the statistics agency explained that the number of tourists was based on the number of visitors who had to stay overnight. However, at Ban Gioc waterfall, visitors did not stay overnight, but mainly stayed in Cao Bang city, while he went directly to the waterfall, the facility still "collected money as usual". Therefore, the statistics of up to 3 million visitors were not appropriate. From that, he said that the law should be built in accordance with reality.
E-commerce management to ensure user trust
Commenting on the Price Law project related to price appraisal, Mr. Cuong pointed out the current situation in the province where resettlement land is arranged without a consulting valuation agency, so no consultation is possible and no land can be allocated. Therefore, he agreed with the assignment of the Provincial People's Council to the competent authority to annually issue a price list and be responsible for the price announcement.
"We have many levels to carry out this valuation, do we not believe that we have to consult a private valuation company? The company has 3-5 people but every year there are hundreds of valuation cases, so recently many valuation units have been prosecuted" - Mr. Cuong said.
Regarding price management and price stabilization, he said it is very difficult because prices are decided by the market. Therefore, the thinking of law making needs to determine what society and people have done, and let the market decide, instead of the law intervening in everything.
For the management of e-commerce activities, the most important thing is to solve the problem of trust. Currently, cross-border online shopping, through e-commerce platforms, sells a lot of goods, while for us, either we don't sell much, or we sell very well online but when the police discover it, all the goods are fake and of poor quality.
Mr. Cuong told the story of a relative who bought flowers online worth more than 1 million. When he received the product, it was just a "tiny" flower worth 80,000 VND, while the advertised photo was "big and beautiful". This order was later returned and "compensated" with a larger product.
From there, he raised the question that buying electronic goods is buying with trust, so how does the law regulate and support when the value of the advertised goods is not worth the money spent? In addition, it is necessary to strengthen tax management with e-commerce, enhance the management role of local authorities to prevent fraud in the online environment.
