Speaking at the program, Deputy Minister of Education and Training Nguyen Van Phuc emphasized that in recent years, science, technology and innovation activities at Vietnamese universities have had clear changes, gradually affirming their role in developing new technologies and leading innovation activities.
However, in general, the scientific and technological potential of Vietnamese universities is not commensurate with their potential. Policy mechanisms have not really encouraged in-depth research and have not created motivation for schools to invest systematically in science, technology and innovation.

In particular, innovation is still mainly spontaneous, lacking a comprehensive support ecosystem and a clear legal foundation for public-private partnership models and inter-school research cooperation.
According to the Deputy Minister, Resolution 57 of the Politburo affirms that science, technology and innovation are indispensable foundations for sustainable development, and are the "key" for Vietnam to break through and rise up. Universities must simultaneously train high-quality human resources at international standards, while organizing scientific research, technology development and innovation to anticipate and master the most advanced technologies.
It is necessary to link training and research activities with the needs of businesses and the economy, so that each research task is not only on paper but can be applied to production and business practices.
The announcement of the Northern Region Network of Excellence and Talent Training Centers for Industry 4.0 is a step to implement the above major policies and guidelines into the practice of higher education. The Prime Minister's decision approving the Project on developing a system of Excellence and Talent Training Centers for Industry 4.0 by 2030 has set specific goals for developing networks, in which a strong university can play the role of "leading nucleus".
“Through the policy of attracting talented scientists and experts, we hope to have a network connecting outstanding Vietnamese minds around the world and international friends to join hands to develop high-quality human resources for Vietnam,” he said.
Deputy Minister Phuc asked universities to propose investment projects to develop facilities and improve the quality of training and scientific research in a number of priority technology fields of Industry 4.0.
Focus on research to create scientific products, link postgraduate training products to create applied products, commercial products, and have cooperation solutions to attract talents to participate in scientific research and technology development.

Associate Professor, Dr. Nguyen Van Hung, President of the University of Transport, said that in an increasingly flat world, no single unit can effectively solve current challenges. Sharing resources, cooperation and working in essence are prerequisites for higher education and science and technology to truly become the breakthroughs that help Vietnam take off, achieving the goal of becoming a developed industrial country by 2040.
The school was selected as the focal point of the network with a commitment to concretize its leading role through strategic directions.
In the period of 2025-2030, the unit will effectively operate the nationwide network; develop at least 5 interdisciplinary training programs integrating 4.0 technology and establish a national shared data and technology center on infrastructure and smart transportation. According to the Ministry of Education and Training, nationwide there are 13 excellent training centers and talents in 4.0 technology, of which the North has 7 networks.

According to the Ministry of Education and Training, with the Project to develop a system of excellent training centers and talents in technology 4.0 by 2030, the unit in charge coordinates with ministries, branches, localities, and enterprises to identify priority technology fields; select typical higher education institutions to form a network of excellent training centers; and gradually perfect the ecosystem of high-quality human resources.
