Speaking at the conference summarizing the 2024-2025 school year and outlining tasks for the 2025-2026 school year, organized by the Hanoi Department of Education and Training on August 20th, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, emphasized the need for effective coordination between families, schools, and society, including coordination in implementing regulations on supplementary teaching and learning.

Mr. Thuong requested strict implementation of Circular 29 and shared: "Three weeks ago, I asked a principal in Hanoi whether teachers' incomes would decrease after implementing Circular 29. The principal replied: 'They've decreased significantly, but we're implementing it seriously.'"
Later, I texted her back saying that, in reality, the reduction was a reduction in income that didn't belong to us. Therefore, it wasn't a reduction. Or, to put it another way, we were losing income that wasn't ours. Let's focus more on the students, more on our colleagues. Let's strive for a more genuine and equitable education .
The Deputy Minister of Education and Training requested that students' self-learning spirit be promoted. Schools and teachers need to find ways to ensure that "students do not need extra tutoring, and should not be forced to attend extra classes. Instead, they should be guided to develop other skills and qualities such as participating in sports and arts..."
Mr. Pham Ngoc Thuong also emphasized that the 2025-2026 school year will be the first year the whole country applies the two-tiered local government model, therefore, it is necessary to innovate educational management methods to suit this.
Due to the reduction of intermediate management levels, it is necessary to strengthen the connection between the Ministry of Education and Training and the provincial Departments of Education and Training, and between the provincial Departments of Education and Training and the commune-level authorities and schools. Administrators and teachers need to continue training to improve their management skills, professional expertise, and advisory capacity for local Party committees and authorities.
"We must transform our educational management methods, shifting from administrative management to constructive and proactive management. Administration is about issuing orders, setting targets, and orders are inherently coercive. Constructive management, on the other hand, is about providing direction, empowering students to take initiative, and we must transition to this management approach," Mr. Thuong said, adding that schools need more autonomy, shifting from pre-auditing to post-auditing as before.
The Deputy Minister of Education and Training also noted the importance of strengthening "substantive teaching and learning," minimizing the emphasis on grades and achievements. "In education or any field, there must be quantification, measured by grades, but these must be genuine grades, not just for the sake of achieving results," Mr. Thuong said.
Regarding the education sector in the capital city, Mr. Thuong suggested that it should aim for sustainable development and higher quality, not just by comparing itself with the 34 provinces and cities or being the best in the country, but by comparing itself within the region and the world.
