
According to the plan, Vietnam's coastal road system has a total length of approximately 2,838km; to date, 1,397km have been completed and put into operation.
Vietnam has a coastline of approximately 3,260 km, stretching from Quang Ninh to An Giang, with many advantages in terms of marine resources, minerals, tourism, etc., and also a solid foundation for implementing activities to protect the sovereignty and maritime territories of the country. In recent years, the Ministry of Construction and local authorities have closely followed the Party's guidelines on coastal road construction as outlined in the Resolution of the 13th National Congress, as well as the Government's socio-economic development plan for the 2021-2025 period, to strive to implement coastal road projects. This aims to create a transportation axis linking coastal regions, contributing to the efficient exploitation of marine and coastal resources, promoting socio-economic development in coastal localities, creating new development spaces, fostering tourism development, and contributing to strengthening national defense, security, and sovereignty.
According to the plan, Vietnam's coastal road system has a total length of approximately 2,838km, formed by combining national highways and local roads. To date, 1,397km have been completed and put into operation; over 633km are under construction; and over 808km have not yet been invested in or are in the planning stages.
The Government highly appreciates the efforts of ministries, departments, and People's Committees of provinces and cities in preparing for investment and organizing the implementation of coastal road projects in the past period. To date, the target of having over 1,000 km of coastal roads nationwide by 2025, as set out in Government Resolution No. 154/NQ-CP dated May 31, 2025, has been achieved and exceeded. However, the investment implementation to complete the entire coastal road network is still not synchronized or seamless, thus limiting the overall effectiveness of regional and inter-regional connectivity of the road.
Mobilize additional machinery and equipment, organize construction work in 3 shifts with 4 teams, and ensure the project is completed at least 3 months ahead of schedule.
To accelerate the investment progress of coastal road projects, meeting the socio-economic development needs of the country, as well as fulfilling the aspirations of people living in coastal areas, the Prime Minister requests localities to identify the acceleration of investment implementation to complete the entire coastal road network as one of the important political tasks to focus leadership, direction, and management, and to allocate legal resources. The task of completing coastal road projects should be specifically incorporated into the Resolution of the Provincial Party Congress for the 2025-2030 term as a goal to strive for completion.
Ho Chi Minh City, Hai Phong, Da Nang, Hue, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Vinh Long, Ca Mau, An Giang, etc., have directed investors and contractors to review construction progress, mobilize additional machinery and equipment, organize 3 shifts and 4 teams of workers, work through holidays and weekends, and implement necessary technical solutions to shorten completion time, improve quality, and bring projects into operation, ensuring completion at least 3 months ahead of schedule; specifically, projects planned for completion in 2025 must be completed no later than December 19, 2025.
Ho Chi Minh City, Hai Phong, Hue, Can Tho, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Dong Thap, Vinh Long, Ca Mau, An Giang... are reviewing and prioritizing the allocation of medium-term public investment plans for the period 2026-2030, and other legitimate capital sources to invest in and upgrade sections of the route to meet the socio-economic development needs of the localities; accelerating investment preparation (especially ODA projects) to implement construction, striving to complete the entire coastal road from Quang Ninh to An Giang before 2030.
Resolving issues related to waste disposal sites, construction materials, etc., to ensure project progress.
The Prime Minister has instructed the Ministry of Agriculture and Environment to closely coordinate with local authorities to promptly resolve difficulties and obstacles related to waste disposal sites, the supply of common construction materials, etc., ensuring the project's progress.
The Ministry of Finance will take the lead and coordinate with relevant localities to review and balance funding sources to support the allocation of capital for sections of the route that have not yet been prepared for investment; and support localities in accelerating the investment preparation for ODA projects expected to be implemented in the 2026-2030 period.
The Ministry of Construction synthesizes, monitors, grasps the situation, proactively urges localities in the process of performing tasks; promptly synthesizes reports to competent authorities to remove difficulties and obstacles beyond their authority, if any.
Deputy Prime Minister Tran Hong Ha is assigned to directly monitor, direct, and resolve obstacles and difficulties within his authority.
The Government Office monitors and urges ministries, agencies, and localities to act according to their assigned functions and tasks.
