Prime Minister directs to remove obstacles for dragon fruit and pepper exports

(Chinhphu.vn) - The Government Office issued Document No. 6931/VPCP-NN dated July 24, 2025 conveying the opinion of Prime Minister Pham Minh Chinh on handling the information reported by the press about the dragon fruit and pepper export industry calling for help.

Prime Minister Pham Minh Chinh requested to handle the information reported by the press about the dragon fruit and pepper export industry calling for help.

Previously, the Government Electronic Information Portal reported on information, press and public opinion related to the direction and management work, including the content about the dragon fruit and pepper export industry calling for help.

According to reports, since the beginning of July, fruit and vegetable exports to the European Union (EU) have encountered major obstacles as many shipments of dragon fruit, chili, and okra have been stuck due to lack of EU-standard documents. For more than 20 days, in the old Binh Thuan , the prolonged congestion has caused hundreds of tons of dragon fruit to be filled in cold storage, spoiling and giving off a foul smell because they cannot be exported. The reason is that no State agency has signed the food safety certificate for exported plants.

The Binh Thuan Dragon Fruit Association has sent a written petition to the Lam Dong Provincial People's Committee, hoping that the authorities will quickly remove difficulties for the industry. If this situation continues, businesses will not dare to purchase, and farmers will worry that their production will not be consumed. Meanwhile, import markets such as the EU, which are consuming high-quality dragon fruit at good prices, have warned that they will switch to other suppliers if Vietnam fails to meet delivery schedules.

Not only dragon fruit, the pepper industry is also sounding the alarm. According to the Vietnam Pepper and Spice Association, the amount of spices waiting for licensing alone is about 250 tons, worth about 2.4 million USD. If the delay continues, the financial consequences will be very serious.

Regarding this, Prime Minister Pham Minh Chinh has the following instructions:

The Minister of Agriculture and Environment and Chairman of the People's Committee of Lam Dong province directed specialized agencies and units to immediately resolve the export of dragon fruit and pepper to the European Union.

The Ministry of Agriculture and Environment urgently issues and provides full guidance on regulations on dossiers and procedures for granting certificates for exported agricultural products (especially dragon fruit and pepper) in accordance with the requirements of import markets, especially the EU; promptly researches and proposes solutions to remove difficulties and obstacles for businesses and localities when carrying out procedures for exporting agricultural products; proactively coordinates with relevant ministries, agencies and localities to ensure that qualified agricultural products are exported promptly, without causing backlog, waste, disruption of the supply chain and affecting reputation with international partners.

Chairmen of People's Committees of provinces and centrally run cities shall immediately deploy the tasks assigned in Circular No. 12/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment.
