On the morning of March 13, Politburo member and Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th Party Congress, chaired the fourth meeting of the Subcommittee to further supplement and refine the draft socio-economic report.
Attending the meeting were Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Nguyen Chi Dung, and Mai Van Chinh; and leaders of ministries, branches, and central agencies who are members of the Sub-committee.
In his opening remarks at the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, emphasized that the socio-economic report is one of the components of the documents for the Party congresses at all levels. Over the past period, the Subcommittee has devoted time and effort to finalizing the draft socio-economic report and submitting it to relevant levels for feedback.
However, amidst rapidly changing circumstances, with many new and dynamic issues emerging globally, becoming increasingly difficult to predict, there have been new developments domestically. In particular, General Secretary To Lam has held working sessions with the subcommittees of the 14th National Congress, providing major guidance; since the 10th Central Committee meeting of the 13th term, the Central Committee, the Politburo, the National Assembly, and the Government have issued numerous resolutions and decisions on many important issues.

The Prime Minister stated that compared to the draft report before the 10th Central Committee Conference, many contents have been adjusted and updated, such as the results of socio-economic development, with more specific and accurate figures; different directions, tasks, and growth targets, with a target of 8% in 2025 and double-digit figures in the following years; directions and tasks for development, along with reliance on science and technology, innovation, and digital transformation, need to consider the role of the private economy... Therefore, the draft socio-economic report must be updated and supplemented to closely reflect the new situation.
The draft socio-economic report must reflect a more innovative, revolutionary, and groundbreaking approach, aligned with the global and regional situation and the country's development needs; its content must be more up-to-date, proposing breakthroughs and new drivers for development... The Prime Minister requested members of the Sub-committee to discuss and accurately assess the situation, propose feasible and highly effective goals, tasks, and solutions, especially those aimed at achieving the two centenary goals; the presentation should be concise, easy to understand, easy to remember, easy to implement, and easy to monitor.
The Prime Minister requested that, with foresight, broad vision, deep thinking, and ambitious action, the members of the Sub-committee discuss, build, and agree on the content, and further refine the draft socio-economic report to submit to the Politburo. After the Politburo provides feedback, the finalized report will be submitted to the Central Committee for presentation to the Central Committee meeting in early April.
