The event was attended by the Japanese Ambassador to Vietnam, Ito Naoki; leaders from central and local government agencies and departments; and a large number of representatives from Japanese organizations, associations, and business communities operating in Vietnam.
In his congratulatory remarks, Deputy Minister of Foreign Affairs Ngo Le Van emphasized that although two years is not a long time in the more than 50-year process of establishing diplomatic relations between Vietnam and Japan, with high political determination and close coordination, the relationship between the two countries has marked many new, substantive and effective advances.
Deputy Minister Ngo Le Van quoted the speech of Politburo member and Prime Minister Pham Minh Chinh at the Vietnam-Japan Local Cooperation Forum in November 2025, highlighting five prominent new points in bilateral relations: numerous new cooperation mechanisms; the establishment of new pillars of cooperation in science and technology and human resource training; the promotion of concrete cooperation in the fields of digital transformation and green transformation; an increase in new investment flows from Vietnam to Japan, especially in IT; and expanded cooperation on global issues.

The Deputy Minister affirmed that, in the context of both Vietnam and Japan being at a pivotal point with new beginnings and aspirations for development, this is the "golden time" for the Comprehensive Strategic Partnership to deepen, become more substantive, and more effective.
Vietnam, under the leadership of General Secretary To Lam, is striving to become a developed, high-income country by 2045 and is preparing for the 14th National Congress of the Communist Party of Vietnam. Japan, under the leadership of Prime Minister Sanae Takaichi, is also strongly promoting reform, innovation, and economic recovery. In its foreign policy, Vietnam has always considered Japan a top-priority, long-term strategic partner and a reliable, sincere friend.
Against the backdrop of complex developments in the world and the region, the Deputy Minister expressed confidence that deep political trust and a shared strategic vision will continue to be the foundation for further cooperation between the two countries, contributing to peace, stability, and sustainable development in the region.

Speaking at the ceremony, Japanese Ambassador Ito Naoki expressed his delight at the outstanding results of cooperation since relations were upgraded in 2023. The Ambassador emphasized that political trust between the two countries has been increasingly strengthened; high-level visits and contacts have been maintained regularly, creating important momentum for comprehensive cooperation.
The ambassador stated that the economy and investment continue to be a bright spot in bilateral relations, as evidenced by the fact that many Japanese corporations and businesses are expanding their investments in Vietnam, collaborating in the implementation of strategic infrastructure, processing and manufacturing industries, innovation, and enhancing competitiveness.
Affirming that Vietnam has always been a key partner in Japan's foreign policy, the Ambassador expressed his desire to closely coordinate with Vietnamese agencies to effectively promote new cooperation mechanisms; and to expand into areas with great potential such as digital transformation, green transformation, science and technology, training high-quality human resources, and local cooperation.
Ambassador Ito Naoki expressed his belief that, with a foundation of deep trust, a shared strategic vision, and strong support from the governments, businesses, and people of both countries, the Vietnam-Japan Comprehensive Strategic Partnership will continue to develop substantively, making a positive contribution to peace, stability, and prosperity in the region.
