Prime Minister: Tay Ninh promotes advantages, accelerates development

Overview of the working session of the Central Working Delegation in Tay Ninh

According to the report at the working session, in 2025, Tay Ninh province achieved and exceeded 14/14 main targets in all fields. Of which, GRDP increased by 9.52%; Agricultural production was focused on, closely led and directed, reaching 109.5% of the plan; Industrial production index increased by 14.74% over the same period, the whole province currently has over 1,900 FDI projects with a total registered capital of 24.39 billion USD; Total retail sales of goods and consumer service revenue is estimated at over 206 trillion VND, up 15.65%; total turnover reached 25.67 billion USD, up 11.9%. State budget revenue reached over 47.7 trillion VND, reaching 128.3% of the central government's estimate (estimated for the whole year to reach over 50 trillion VND), up 33.7%. The work of adjusting the Provincial Planning for the 2021 - 2030 period, with a vision to 2050, is being urgently implemented and will be completed before December 31, 2025, according to the direction of the Central Government.

The grassroots healthcare system has been strengthened, consolidated, and its operational capacity improved; the rate of people participating in health insurance reached 95.08%. The school network and facilities have been organized, invested in, and upgraded; the province currently has 1,035 educational institutions, of which the rate of schools meeting national standards according to the new criteria is 68.14%. Cultural and tourism activities continue to develop and grow strongly; to date, the province has welcomed approximately 7.1 million visitors, an increase of 14.5%; total revenue reached 4,400 billion VND, an increase of 40.5%. Policies for war veterans and social security policies have been fully and promptly implemented; issues related to labor, employment, and poverty reduction have been given attention and implemented effectively, with the rate of trained workers reaching 76.12%. Science - technology, digital transformation: are strengthened, consolidated, and made effective in the spirit of Resolution No. 57-NQ/TW of the Politburo associated with the "digital literacy" movement in the province. Sustainable poverty reduction is carried out regularly in conjunction with the good implementation of national target programs.

Local defense and military tasks were effectively led and directed. Measures to prevent and combat crime were intensified; many types of crime and social vices were reduced (down 28.3% compared to the same period last year); traffic accidents decreased across all three criteria. External relations and international cooperation continued to be strengthened.

After nearly 5 months of operating the 2-level local government model, the provincial and commune-level apparatus has been streamlined, effective and efficient. The provincial level has been reorganized into 15 specialized agencies and equivalents; the commune level has formed 96 administrative units (communes and wards) with a full structure of specialized agencies and put into operation 96 commune-level Public Administration Service Centers. The province has resolved the regime and policies for cases according to Decree No. 178/2024/ND-CP and ensured working conditions for cadres, civil servants, public employees and workers from Tay Ninh (old) to work; developed and completed a plan to handle public assets according to the Government's policy.

In 2026, Tay Ninh will focus on drastically and synchronously implementing solutions to increase the economic growth rate (GRDP) to 10 - 10.5%. Focus on effectively implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050 after adjustment. Focus on attracting investment associated with reviewing and creating clean land funds, improving the occupancy rate and operational efficiency of industrial parks and clusters; supporting and encouraging private enterprises to apply science and technology so that science and technology becomes the most important driving force of the economy. Implement public investment projects, key traffic works, and driving forces of the province. Significantly improve the investment and business environment; enhance the quality of administrative procedures; improve the PCI, PAR Index, PAPI, and SIPAS indicators. Develop high-tech agriculture towards ecological, organic, circular, and low-emission practices. Focus on effectively implementing Resolution No. 72-NQ/TW and Resolution No. 71/NQ/TW of the Politburo and the Central Committee Resolution on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development." Pay attention to effectively implementing social security policies and policies for people with meritorious services. Continue to effectively implement Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation so that digital transformation becomes an important driving force in socio-economic development.

Carry out well the local defense and military tasks in 2026; complete well the selection and call-up of citizens to join the army to ensure the achievement of targets. Improve the quality and effectiveness of public reception and direct dialogue with the people; promptly resolve complaints and denunciations from citizens as soon as they arise and at the grassroots level. Diversify, deepen, be practical and effective in foreign affairs and international cooperation activities.

At the working session, leaders of the Central Ministries and branches guided and supported Tay Ninh to remove difficulties and obstacles, and responded to the province's recommendations on mechanisms and policies, such as the Pilot Project of a number of mechanisms and policies applied to Moc Bai Border Gate Economic Zone; Long An LNG Power Plant project; support for investment capital and upgrading of traffic infrastructure such as: Investment project to repair and upgrade the border patrol route passing through the province, Duc Hoa - My An Expressway Project (CT02), National Highway 62 expansion investment project, National Highway 62 expansion investment project, Go Dau - Xa Mat Expressway construction investment project, etc.

Concluding the working session, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the socio-economic development results of Tay Ninh province in 2025, especially in disbursement of public investment capital, FDI attraction, industrial development, services, and tourism, contributing significantly to the overall achievements of the whole country.

Regarding future development orientations, Prime Minister Pham Minh Chinh requested the province to focus on implementing nine key tasks. First, Tay Ninh needs to implement comprehensive solutions to stabilize the economy, control inflation, and ensure sustainable double-digit growth. It should closely coordinate with the Ministry of Finance to effectively implement the revised Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring sustainable development orientation and maximizing the exploitation of new development space. It should significantly improve the investment and business environment, create favorable conditions for businesses to develop, encourage public-private partnerships, and develop border economic zones and border trade.

The province also needs to strengthen its capacity to adapt to climate change; allocate resources to build embankment projects to prevent landslides, and effectively utilize the Dau Tieng reservoir irrigation system. It should continue to implement synchronously the tasks and solutions for building and rectifying a clean and strong Party and political system; and combat negativity, corruption, and waste.

In implementing the two-level local government, Prime Minister Pham Minh Chinh asked the province to pay attention to arranging staff to meet task requirements in the new situation; pay attention to rearranging redundant headquarters; promote digital transformation, online public services; develop science and technology, and innovation.

Promoting the spirit of self-reliance in socio-economic development, Prime Minister Pham Minh Chinh requested Tay Ninh to review and proactively make full use of the Central Government's guidelines and policies to strengthen the public-private partnership mechanism in investing in the construction of key projects to serve the province's socio-economic development.

Prime Minister Pham Minh Chinh said that Tay Ninh is an important "gateway" of the country to countries in the Southeast Asia region; the province has a strategic position connecting two important regions: the Mekong Delta - where the proportion of rice exports accounts for 90%, seafood exports accounts for 60%, fruit exports account for 65% of the country. Tay Ninh has all three factors of "heavenly time, favorable location, and harmony of people" to accelerate the breakthrough in the coming time and the province's development space is still very large.

The Prime Minister also requested Tay Ninh to promote the spirit of solidarity and the tradition of a brave and resilient revolutionary homeland; effectively exploit the province's unique opportunities and potentials; effectively implement resolutions of the Politburo, the National Assembly, and the Government and closely follow the local situation to strive, accelerate, and make strong breakthroughs in rapid economic development, double-digit growth associated with ensuring social security, improving the material and spiritual life of Tay Ninh people .
