In his concluding remarks at the conference, Prime Minister Pham Minh Chinh assessed the dialogue as democratic, frank, and responsible.
The Prime Minister also outlined some emerging issues in supporting farmers regarding the application of science and technology in agricultural production as well as product consumption.
He emphasized that science and technology, innovation, and digital transformation are objective requirements, strategic choices, top priorities, and prerequisites for achieving the goal of $100 billion in agricultural exports. However, there remains a significant gap between research and application of science and technology in agricultural production.
Regarding the acceleration of digital transformation in agriculture and rural areas, it is necessary to strengthen and ensure electricity and signal coverage, especially in remote areas, border regions, islands, and areas inhabited by ethnic minorities. Mechanisms and policies must be in place to support linkages between cooperatives and businesses, linked to green transformation, digital transformation, and the application of science and technology.

According to the Prime Minister, the income of most farmers is still low and they face many risks due to natural disasters, diseases, and market fluctuations. Therefore, breakthrough solutions are needed in agricultural development, improving farmers' lives, building new rural areas, and risk management measures such as agricultural insurance.
The Prime Minister requested ministries, sectors, and localities to continue reviewing, developing, and promulgating flexible mechanisms and policies on land, credit, science and technology, and digital transformation in agriculture; implementing credit solutions to support the agricultural and rural sectors; and focusing on resolving difficulties and obstacles, aiming to form and strongly develop the agricultural insurance market.
The Prime Minister noted that resources originate from mindset and vision, motivation from innovation and creativity, and strength from the people and businesses; policy-making agencies must value intellect, save time, and make timely, flexible, and effective decisions.
He called on all levels and sectors to implement the "three accompanying principles" to support farmers in applying science, technology, innovation, and digital transformation in agricultural production, including: supporting farmers with knowledge and technology transfer; building mechanisms and policies to support and expand employment and livelihoods; and connecting markets, consuming products, and building agricultural product brands.
The Prime Minister has five important requests for farmers.
Specifically: (1) Promote the application and transfer of science and technology, innovation and green transformation in production; prioritize the development of high-tech agriculture and agricultural economy; (2) Actively participate in contributing ideas, perfecting institutions, improving the investment and business environment, and entrepreneurship; (3) Be bold and pioneer in innovative agricultural entrepreneurship; (4) Enhance smart management capacity in production organization, value chain management and enterprise operation; (5) Proactively access capital, land, expand markets, and build product brands.

Focus on 8 key areas for agricultural and rural development.
To continue addressing difficulties, bottlenecks, and obstacles in order to build a prosperous agriculture, a modern rural area, and civilized farmers who master science and technology, the Prime Minister requested that all levels, sectors, and localities focus on:
Firstly, we must continue to recognize that agriculture, farmers, and rural areas hold a long-term strategic position as a crucial foundation for ensuring macroeconomic stability and sustainable growth; consider farmers as the central focus, the driving force, and the resource; shift strongly towards a commodity-based production mindset; accelerate restructuring towards green, organic, circular, and low-emission agriculture; apply high technology and comprehensively implement digital transformation; and leverage the potential and advantages of each region and locality.
Secondly, it is crucial to identify the development of science, technology, innovation, and digital transformation as key to resolving bottlenecks and obstacles in agriculture and rural areas today, serving as a breakthrough driving force to enhance the added value and quality of agricultural products. A mechanism for commissioning projects between scientists, businesses, cooperatives, and farmers should be established.
Thirdly, regarding recommendations related to investment in scientific research, Internet infrastructure, and e-commerce platforms specifically for farmers, it is suggested that relevant ministries, sectors, and agencies study and develop a public-private partnership mechanism to develop modern digital infrastructure.
Fourth, regarding recommendations related to capital, credit, scientific and technological training, and agricultural insurance, it is suggested that relevant ministries, sectors, and agencies research and develop mechanisms and policies on agricultural insurance that are simple, accessible, and mutually beneficial.
Fifthly , we need to resolutely declare war on unsafe and contaminated food, focusing on investing in digital data platforms for agriculture and the environment to support traceability, carbon emissions, and value chain management. We must also strengthen investment in building standardized testing centers and laboratories.
Sixth, continue to promote cooperative linkages, form sustainable development value chains, and promote the development of the private sector in agriculture and rural areas.
Seventh, the Vietnam Fatherland Front at all levels will continue to promote the role and position of political and social organizations, which are the broadest gathering places of the masses, in accordance with the motto directed by General Secretary To Lam.
Eighth, continue to effectively implement social security programs, build new rural areas, and sustainably eradicate hunger and poverty; develop the socio-economic conditions of ethnic minority and mountainous regions. Pay attention to caring for the lives of the people, especially those in remote areas, the poor, and vulnerable groups.
All social welfare programs must be implemented in the spirit of "6 clear points": clear people, clear tasks, clear responsibilities, clear authority, clear timeframe, and clear results; and "3 public disclosures - 3 oversights": public disclosure of objectives, resources, and progress; oversight by the people, the Fatherland Front, and the press; and institutionalization of the process of "the people know - the people discuss - the people do - the people inspect - the people supervise - the people benefit," the Prime Minister noted.
