On April 7th, Prime Minister Pham Minh Chinh led a high-level delegation of the Vietnamese Party and State to pay respects and attend the memorial service for Comrade Khamtay Siphandone, former Chairman of the Lao People's Revolutionary Party and former President of the Lao People's Democratic Republic.

On this occasion, Prime Minister Pham Minh Chinh held meetings and consultations with General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone.
During the meetings, on behalf of the Party, State, and people of Vietnam, Prime Minister Pham Minh Chinh expressed his profound sorrow and extended his deepest condolences to the Party, State, and people of Laos, as well as to the family of Comrade Khamtay Siphandone.
Prime Minister Pham Minh Chinh expressed his admiration for the immense contributions and indelible marks made by Comrade Khamtay Siphandone, a member of the Indochinese Communist Party, to the history of building and developing Laos and the revolutionary movement of the three Indochinese countries.
The Prime Minister emphasized that Comrade Khamtay Siphandone, along with other Lao predecessors, led the revolutionary movement, achieving successive victories, bringing the Lao revolution to its final triumph, and making a significant contribution to the victory of the Vietnamese revolution.
Prime Minister Pham Minh Chinh affirmed that the Party, State, and people of Vietnam always cherish and remember the role and contributions of Comrade Khamtay Siphandone, a great friend, close and loyal comrade, who played an important role in building, nurturing, and developing the special solidarity relationship between Vietnam and Laos.
The Prime Minister firmly believes that the Party, State, and people of Laos will transform this loss into a tremendous source of strength to build and develop Laos into an increasingly prosperous and strong nation.
In a solemn atmosphere, on behalf of the Lao Party, State, and people, the senior Lao leaders sincerely thanked and expressed their deep emotion at the condolences extended by the Vietnamese Party, State, and people on the passing of Comrade Khamtay Siphandone. They particularly noted the first delegation, a high-level delegation from the Vietnamese Party and State led by General Secretary To Lam, to pay their respects, and today's high-level delegation from the Vietnamese Party and State led by Prime Minister Pham Minh Chinh to attend the funeral ceremony. Furthermore, Vietnam's decision to declare two days of national mourning for Comrade Khamtay Siphandone demonstrates the rare and special solidarity and loyalty between the two Parties, two States, and peoples, as well as the personal affection between the senior leaders of Vietnam and Laos.
For his part, Lao Prime Minister Sonexay Siphandone expressed his deep emotion and gratitude for the profound sentiments of the Party, State, and people of Vietnam towards the Party, State, and people of Laos, especially towards Comrade Khamtay Siphandone.
Prime Minister Sonexay Siphandone highly appreciated the sincere and heartfelt assistance and support that Vietnam has given to Laos in its struggle for national independence as well as in the cause of building, protecting, and developing the country from the past to the present.
In a moving atmosphere, the Prime Minister and senior Lao leaders recalled the immense contributions of Comrade Khamtay Siphandone to the special solidarity between Vietnam and Laos.
On this occasion, the leaders of the two countries also exchanged views on the socio-economic development situation and current priorities in each country.
Prime Minister Pham Minh Chinh provided information on the preparations for the 14th National Party Congress, the reorganization and restructuring of the state apparatus towards a streamlined, efficient, and effective system, and Vietnam's socio-economic development goals.
Lao leaders have announced they will send a high-level delegation to Vietnam to attend the Partnership for Green Growth (P4G) Summit and the 50th anniversary celebration of the liberation of Southern Vietnam and national reunification.
Prime Minister Pham Minh Chinh and senior Lao leaders affirmed that, under any circumstances, the Party, State, and people of Vietnam and Laos will continue to do their utmost to preserve and cultivate the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, ensuring it remains ever-lasting and enduring, and passing on to future generations the good relationship and the deep, close, and affectionate feelings between the two Parties, two States, and two peoples, as desired by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong.
