The Forum focuses on five core pillars: Trust, Transparency, Efficiency, Competition and Inclusion. The goal is to build a “co-creative relationship” between the State and businesses, in which the State creates a transparent playing field, and businesses proactively compete and innovate.

On behalf of the Central Youth Union Secretariat, First Secretary of the Central Youth Union Bui Quang Huy emphasized the special importance of Resolution No. 68-NQ/TU on private economic development; at the same time, he affirmed that youth are always the pioneering nucleus leading the innovation process.
The Youth Union and Association play the role of a bridge connecting young entrepreneurs with the Party and the Government . Through forums and support programs, the Youth Union and Association not only listen but also proactively recommend and propose solutions to improve mechanisms and policies. At the same time, the Youth Union and Association at all levels also focus on training a team of young entrepreneurs with courage, qualifications and a spirit of innovation and creativity.

Delegates said that the aspiration of businesses to expand internationally can only become a reality when accompanied by transparent, stable policies and a favorable legal environment, creating conditions for businesses to develop sustainably, proactively and creatively...
Pointing out the main challenges facing Vietnam's agricultural processing industry, Mr. Nguyen Manh Hung, Chairman of Nafoods, mentioned the main bottlenecks, including high logistics costs, complicated administrative procedures, lack of national brands and an incomplete legal framework.
To solve the problem, Mr. Nguyen Manh Hung suggested that the Government focus on investing in green infrastructure, co-funding branding, perfecting tax and carbon credit institutions, and building a national strategy to integrate high technology. The goal is to bring Vietnamese agricultural products to international level.
Ms. Truong Ly Hoang Phi, Vice President of the Ho Chi Minh City Young Entrepreneurs Association, said that in order for Vietnam to become a regional technology center, businesses need a breakthrough and effective mechanism of the Science and Technology Development Fund, R&D costs (network to carry out research and development activities) to be reasonably deducted, and especially an open legal corridor to deploy new models. This is an important step to help the private economy become a pioneering force in innovation and creativity.
In addition, many businesses have proposed easing procedures for establishing and operating high-tech agricultural zones. In the field of support policies, businesses want to expand green credit and preferential credit without collateral for circular agricultural projects, creating conditions for domestic businesses to participate in key national projects, promoting the Vietnamese business alliance as well as regional cooperation in ASEAN, China, Japan and Korea.

Turn aspirations - intelligence - advice into concrete actions
Speaking at the forum, Prime Minister Pham Minh Chinh, on behalf of the General Secretary and other Party and State leaders, sent the forum his best wishes and emphasized strong and profound messages about the role, responsibility and mission of the private business community in the new development period.
Looking back on the 80-year journey of gaining independence, overcoming countless difficulties and hardships to achieve the current "foundation, potential, position and international prestige", the Prime Minister and all delegates attending the forum expressed their pride and confidence. That is pride in the Communist Party of Vietnam; pride in the people and nation of Vietnam; firm belief in a bright future for the country. In particular, the Prime Minister emphasized the belief in the pioneering role of Vietnamese youth and especially in the breakthrough development of the private economic sector in the coming time.

Appreciating the topic and the enthusiastic opinions at the forum, praising the high sense of responsibility of enterprises towards the country, the Prime Minister hoped that enterprises would continue to strictly comply with the guidelines, policies, and laws of the Party and State. The business community needs to demonstrate business ethics and social responsibility, accompanying the nation on the path of national independence and socialism.
The Prime Minister hopes that businesses will promote their intellectual strength, combining national strength with the strength of the times, domestic strength with international strength, to develop rapidly and sustainably. The Prime Minister presented the forum with an inscription containing 9 core values: “Pride, patriotism, intelligence, humanity, ethics, integration, stability, development, breakthrough”.
Prime Minister Pham Minh Chinh hopes that the private business community will increasingly mature, grow, develop rapidly and sustainably, accompanying the nation into a new era of rich, powerful, prosperous, prosperous, happy development, standing shoulder to shoulder with the world powers.

The Prime Minister requested the business community to effectively implement the Party's resolutions, especially those on science and technology development, digital transformation and the private economy. At the same time, the business community needs to proactively adapt to the world situation, diversify markets and supply chains, and increase the added value of Vietnamese goods. This is the foundation for renewing traditional growth drivers and promoting new drivers such as green transformation, circular economy, and knowledge economy.
Responding to businesses' concerns about institutions, infrastructure, capital and administrative procedures, the Prime Minister affirmed that the Party and State always care, share and accompany in solving problems.
Expressing his joy and gratitude to the forum, Prime Minister Pham Minh Chinh affirmed the message: "Government accompanies, officials innovate, infrastructure is smooth, institutions are creative, businesses are pioneering, Vietnam develops"; at the same time, calling on the business community in general, and private businesses in particular, to continue to accompany the Party, the State, and the people, in the spirit of working together, enjoying together, and being proud of Vietnamese values.
At the forum, delegates voted to approve a comprehensive action program that was synthesized from 12 local dialogue sessions and 4 thematic dialogue sessions.

In the Joint Statement, Chairman of the Vietnam Young Entrepreneurs Association Dang Hong Anh affirmed that the private sector is deeply aware that the "quartet of strategic resolutions" of the Politburo and major policies and guidelines of the National Assembly and the Government are creating a solid and synchronous political and legal foundation, which is the compass for the country's breakthrough development in the new era.
The private sector also deeply believes and expects that the spirit of “A creative, honest, and active Government” and the motto of “Co-creating institutions - Liberating resources - Raising national governance standards” will be thoroughly understood and transformed into specific, drastic and measurable actions at all levels of implementation, creating a truly trustworthy, transparent, effective and competitive business environment.
According to Mr. Dang Hong Anh, the Vietnamese private business community, with the core force being young entrepreneurs, is committed to accompanying the Party and Government in the new era, contributing to realizing the aspiration of building a strong and prosperous Vietnam by 2045.
