Prime Minister Pham Minh Chinh receives the Minister of Emergency Situations of the Russian Federation

On the afternoon of November 9th, at the Government Headquarters, Prime Minister Pham Minh Chinh received General Kurenkov Aleksandr Vyacheslavovich, Minister of Emergency Situations of the Russian Federation, who is on a working visit to Vietnam.

Welcoming Minister Kurenkov Aleksandr Vyacheslavovich and the delegation from the Federal Ministry of Emergency Situations of Russia to Vietnam, Prime Minister Pham Minh Chinh affirmed that Vietnam has always valued its relationship with Russia; he remembered the sincere support and assistance that the fraternal Russian people had given to Vietnam in the struggle for national liberation and reunification, as well as in the process of national construction and development; and thanked the Russian side for always paying attention to creating favorable conditions and ensuring security for the Vietnamese community living, working, and studying stably in Russia.

Prime Minister Pham Minh Chinh stated that Vietnam values ​​its comprehensive strategic partnership with the Russian Federation; considers Russia one of its top priority partners; and wishes to continue substantive and effective cooperation with Russia in all fields, for the common benefit of both nations, and for peace , stability, and development in the region and the world.

The Prime Minister and the Minister of Emergency Situations of the Russian Federation are pleased to note that political and diplomatic relations between the two countries continue to be strengthened with a high degree of trust, and high-level contacts and exchanges of delegations are being actively implemented.

Prime Minister Pham Minh Chinh suggested that in the coming time, the two sides continue to strengthen exchanges of delegations at all levels, especially at the high level, and effectively implement existing cooperation mechanisms, especially the Intergovernmental Committee mechanism, to remove bottlenecks in cooperation in the spirit of harmonizing interests and sharing difficulties.

Both sides need to continue promoting the effective implementation of the results of the Intergovernmental Committee Meeting; promote the upgrading of the Vietnam-Eurasian Economic Union Free Trade Agreement; promote investment, focusing on developing new projects; and research and develop a specific plan to soon reopen direct flights between the capitals of the two countries.

Thanking the Prime Minister for taking the time to receive the delegation, Minister Kurenkov Aleksandr Vyacheslavovich informed Prime Minister Pham Minh Chinh about the positive results of his talks with Minister of Public Security To Lam earlier that morning. Accordingly, the two sides will continue to strengthen close cooperation in various fields, especially fire prevention, firefighting and rescue; emergency warning and response; training and education of personnel; exchange of scientific documents, technology transfer, and technical equipment serving fire prevention, firefighting and rescue work; contributing to the increasingly practical and effective development of the comprehensive strategic partnership between Vietnam and the Russian Federation.

Highly appreciating the results of the talks between the two Ministers, the Prime Minister requested the Federal Ministry of Emergency Situations of Russia, the Ministry of Public Security and the Ministry of National Defense of Vietnam to strengthen exchanges of delegations at all levels to promote deeper and more effective cooperation, and to share more experience in warning and preventing emergency situations.

The two sides established a joint research group to coordinate and share information; improve the system of legal documents and databases on fire prevention, firefighting, and rescue; strengthen cooperation in the field of digital transformation; and apply visual teaching aids and Industry 4.0 technology to serve the training of fire prevention, firefighting, and rescue personnel.

The Federal Ministry of Emergency Situations of Russia provided documents and exchanged experience on techniques, technologies, and means for building Vietnam's Early Warning Center for Fires and Natural Disasters; introduced fire prevention, firefighting, and rescue equipment; shared and transferred technology and technical equipment for fire prevention, firefighting, and rescue; continued to support the Vietnamese Ministry of Public Security in the field of personnel training; and sent experts to Vietnam to teach, train, and provide advanced training on fire prevention, firefighting, and rescue, focusing on specialized and complex content.

On this occasion, through Minister Kurenkov Aleksandr Vyacheslavovich, Prime Minister Pham Minh Chinh sends his warmest greetings to the Prime Minister of the Russian Federation.

The Minister of Emergency Situations of the Russian Federation stated that Russia always values ​​its traditional relationship with Vietnam; wishes to promote relations with Vietnam in various fields; and that Russian people are eager for the resumption of flights between the two countries to enhance cooperation in investment, trade, people-to-people exchanges, and tourism. He affirmed that the Ministry of Emergency Situations of the Russian Federation will coordinate with Vietnamese ministries and agencies to implement cooperation areas as proposed by the Prime Minister.
