Prime Minister Pham Minh Chinh, policy credit for "all to develop together"

On the afternoon of August 14th, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference summarizing 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014, of the XI Party Central Committee on strengthening the Party's leadership over social policy credit.

The conference was conducted online, connecting the Government headquarters to locations in 63 provinces and centrally-administered cities.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, attended and presided over the meeting at the Hai Duong branch.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the consistent policy of the Party and State in the process of national construction: economic development goes hand in hand with achieving social progress and equity, ensuring that all citizens benefit from socio-economic development; not sacrificing social progress, equity, social security, and the environment for the sake of purely economic growth; with the spirit of "all developing together," "no one left behind," sharing, working together, enjoying together, winning together, and developing together.

The harmonious combination of economic growth and the achievement of social progress and equity, limiting the widening gap between rich and poor, and effectively implementing social welfare policies is both a goal and a driving force for the sustainable development of the country.

On behalf of the Government, Prime Minister Pham Minh Chinh acknowledged, commended, and highly appreciated the proactive and positive efforts of central ministries and agencies, local authorities at all levels, and especially the important contributions of the Social Policy Bank in advising and organizing the implementation of Directive 40 and Conclusion 06 of the Party Central Committee, and the plan for implementing the directives and conclusions of the Party Central Committee issued by the Government and the Prime Minister.

Besides the achievements, the Prime Minister pointed out that the implementation of Directive 40 and Conclusion 06 of the Party Central Committee still has some shortcomings and limitations, such as the capital structure not being truly rational and ensuring sustainability; entrusted capital in some provinces is still limited and not commensurate with the potential and strengths of socio-economic development in the localities; some credit policies, although adjusted to increase loan limits, are still slow to implement...

Clearly outlining the major directions for the coming period, the Prime Minister requested that the Party's guidelines and viewpoints on social policy, social policy credit, and the development strategy of the Social Policy Bank until 2030 be thoroughly understood and implemented more effectively.

It is necessary to effectively manage operations; improve the quality of entrusted/delegated activities between the Social Policy Bank and socio-political organizations, and the management boards of savings and loan groups; and enhance the quality and ensure safety at commune-level transaction points. Strengthen the role and responsibility of the chairpersons of commune-level People's Committees in performing their state management functions regarding social policy credit at the grassroots level.

Conduct thorough research and submit reports to competent authorities for consideration and approval to increase the issuance limit of government-guaranteed bonds; create conditions for the Social Policy Bank to receive ODA funds and expand forms of capital mobilization… in order to strengthen resources to achieve the goal of expanding the target group and increasing the loan amount for credit programs, in line with socio-economic development goals and the implementation of national target programs in the coming period.

Localities need to continue to pay attention, balance, and prioritize the allocation of local budgets entrusted to the Social Policy Bank, especially capital for loans to create jobs, capital for loans to social housing, etc.

In particular, with the spirit of "the central and local governments working together," it is necessary to thoroughly understand and effectively implement Directive No. 34-CT/TW dated May 24, 2024, of the Party Central Committee on strengthening the Party's leadership over the development of social housing in the new situation.

Implementing Directive No. 40 of the Party Central Committee, the total mobilized capital for policy-based credit in Hai Duong province has reached over 5,170 billion VND, an increase of 120% compared to 2014. Notably, entrusted capital received locally reached nearly 502 billion VND, an increase of nearly 475 billion VND, accounting for 9.7% of the total capital and 18.5 times higher than before the issuance of Directive 40. Credit activities over the past 10 years have strongly impacted socio-economic development in each locality and created clear effectiveness in achieving poverty reduction goals throughout the province. Policy-based credit programs have helped nearly 58,000 households escape poverty; attracted and created jobs for over 30,600 workers; and provided loans to nearly 4,000 disadvantaged students to cover their educational expenses. Nearly 264,000 clean water and sanitation projects were built in rural areas; nearly 1,300 houses were built for poor households and policy beneficiaries; 191 people went to work abroad on fixed-term contracts; support was provided for the purchase, lease-purchase, construction, renovation and repair of over 1,000 houses under the social housing loan program; and 253 households received loans to create jobs for those who had completed their prison sentences.
