On October 24, Prime Minister Pham Minh Chinh signed a document assigning ministries, branches and localities to urgently prepare a comprehensive report on the work of preventing, avoiding and overcoming the consequences of natural disasters, towards the National Conference on natural disaster prevention and control, scheduled to be held in mid-November.

The Prime Minister requested:

The Ministry of Construction prepares reports related to the current situation of urban drainage (especially in Hanoi, Thai Nguyen, Son La, Tuyen Quang, Da Lat, Da Nang, Dong Nai and Ho Chi Minh City); the problem of landslides on roads and bridges, the impact on flood drainage, and traffic disruption during heavy rains and floods (especially in mountainous areas, the Northern midlands and the Central region); the issue of ensuring safety for boats and means of transport and tourism operating on rivers, at sea and in bays (in which it is necessary to review and re-evaluate standards, norms, current situation and causes to have feasible and effective solutions).

The Ministry of Industry and Trade prepares a specific assessment report on the safety of hydroelectric dams, power transmission and supply systems, and has solutions to ensure the safety of hydroelectric dams (especially Thac Ba and Ban Ve hydroelectric reservoirs), and power systems in all situations in the face of increasingly extreme natural disasters, storms, and floods.

The Ministry of Agriculture and Environment reviews the standards and regulations for designing river dykes, sea dykes, irrigation dams; the operating procedures for inter-reservoirs and single-reservoirs in a number of river basins, especially in the Red River basin; flood prevention and control planning and dike planning of the Red River and Thai Binh River systems and the Flood Prevention and Control Planning of the Day River system, promptly updates, adjusts and supplements them to suit practical conditions, ensuring flood prevention and control requirements in the new situation, to be completed by 2026 at the latest.

The Ministry of National Defense and the Ministry of Public Security prepare reports on the mobilization and dispatch of forces, means and equipment to serve the work of preventing, combating, overcoming the consequences of natural disasters and search and rescue.

In particular, the Prime Minister requested that the Chairmen of the People's Committees of the provinces and cities along the Red River and Thai Binh River systems, especially Hanoi, Thai Nguyen, Bac Ninh, Phu Tho, Hung Yen, Ninh Binh and localities severely flooded by recent heavy rains and floods (such as Cao Bang, Lang Son, Tuyen Quang, Lao Cai, Son La) direct a general review, inspection and strict handling of violations of the law on dykes, natural disaster prevention and control, irrigation, water resources, construction, especially illegal construction of houses, works, wharves, gathering of construction materials on river banks, river banks, encroachment on flood drainage, flood storage and drainage space of rivers and irrigation canals.
