Prime Minister requests to achieve economic growth target of 8.3 - 8.5% this year

To achieve the growth target, the Prime Minister requested to renew traditional growth drivers and promote new growth drivers to ensure synchronous and comprehensive development in all fields.

On September 6th, Prime Minister Pham Minh Chinh chaired the regular August Government meeting to discuss and assess the socio -economic situation in August and the first eight months of 2025; the situation regarding the disbursement of public investment capital, ensuring social security, national defense and security, etc.; and to propose tasks and solutions for September and the remaining months of 2025.

Attending the meeting were members of the Politburo , members of the Central Committee of the Party; Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; members of the Government; leaders of ministries, ministerial-level agencies, and agencies under the Government; and representatives of central committees, branches, and agencies.

In his opening remarks at the session, Prime Minister Pham Minh Chinh emphasized that, looking back at August and the past period, the global situation continues to be complex: military conflicts, political instability, and increasing polarization; there are even alliances of forces; trade conflicts continue to be tense, especially after the United States imposed retaliatory tariffs; gold prices, real estate, and global financial markets are fluctuating sharply... All of these factors have impacted the domestic situation.

In that context, at home, people throughout the country are joyfully and enthusiastically celebrating the 80th anniversary of the August Revolution and National Day on September 2nd.

A series of solemn and meaningful programs and events, along with the exhibition "80 Years of the Journey to Independence - Freedom - Happiness" and parades, marches, and patriotic activities, were successfully organized, strongly arousing and spreading the spirit of patriotism, unity, and national pride.

The Prime Minister assessed the socio-economic situation in the country in August as better than in July, the following quarter was better than the previous quarter, and the first eight months of 2025 were better than the same period in 2024; cultural and social fields were given attention and promoted.

In particular, ministries, departments, and localities have done a good job in social welfare, basically ensuring that no one lacks food, clothing, or schooling; they have taken good care of the new school year, providing lunch support and reducing tuition fees for students.

The Prime Minister requested a thorough analysis of the rising inflationary pressures, exchange rates, and interest rates; the slowdown in domestic consumption, exports, and public investment; the difficulties in digital transformation and data connectivity within the two-tiered local government model, as well as challenges for lower-level officials; the severe impact of natural disasters on people's lives; and the recent sharp increase in gold prices, which is particularly noteworthy.

The Prime Minister stated that he has directed relevant agencies to take corrective action and prevent manipulation of the gold market.

Inspectors from the State Bank of Vietnam must also actively get involved, and if necessary, the Government Inspectorate should investigate the hoarding, price gouging, and market manipulation.

The Prime Minister requested the Ministry of Construction to focus on and pay attention to the real estate sector. He also pointed out that, regarding the stock market, if money flows into production and business, it is very good, but it is necessary to reassess whether there are any instances of price manipulation or market manipulation.

The Prime Minister requested that ministers and heads of agencies pay attention to emerging issues and significant changes in their respective fields. Deputy Prime Ministers in charge must also get involved; demonstrating a higher sense of responsibility, grasping the situation more thoroughly and accurately, conducting careful analysis, proposing appropriate tasks and solutions, and responding with timely, flexible, and effective policies.

The Prime Minister stated that we must achieve the growth target of 8.3-8.5% this year; it's difficult, but we must do it, we cannot afford not to. We have the advantage of having a patriotic spirit among the people, trusting in the Party and the State; they are creative; therefore, we need to spread this spirit.

The Prime Minister requested a review to assess whether the leadership and management work has been consistent; what are the outstanding socio-economic developments in August and the first eight months of the year? What are the difficulties and obstacles? What are the objective and subjective causes? Who is responsible for resolving them? In particular, what lessons can be learned from leadership and management? This includes the issues of real estate and social housing.

Regarding future tasks, especially achieving growth targets, the Prime Minister requested that traditional growth drivers be revitalized and new growth drivers be promoted to ensure comprehensive and synchronized development across all sectors.

For the whole country to grow, ministries, localities, and businesses must grow. Ministries and sectors must review and reduce administrative procedures, especially striving to cut the time, number, and cost of administrative procedures by 30%; they must strengthen efforts to resolve outstanding projects definitively, as this is also a solution to increase resources for development.

The Prime Minister stated that after the conclusion of the exhibition commemorating 80 years of the Journey to Independence, Freedom, and Happiness, celebrating the successful August Revolution and National Day on September 2nd, it is necessary to continue organizing the autumn fair to introduce and link production and business; and to urgently prepare for the New Year's fair from January 1st to the Lunar New Year 2026 to strengthen trade and promote domestic consumption.

In particular, the Prime Minister requested that government members highlight lessons learned and solutions, especially solutions to improve social welfare, education, and healthcare; respond to external shocks related to climate change and natural disasters; and immediately and strictly address negative phenomena such as market manipulation, hoarding and price gouging, and counterfeit goods.
