Perfecting the legal framework for digital economy and artificial intelligence
At the meeting, Deputy Minister Pham Duc Long welcomed the Amazon delegation to visit and work with the Ministry of Science and Technology (MOST), and highly appreciated the role of large technology corporations in the process of developing the digital economy, innovation and perfecting the legal system related to data and artificial intelligence in Vietnam.
Deputy Minister Pham Duc Long said that he is currently directly in charge of the telecommunications sector and participates in drafting many legal documents related to digital transformation, artificial intelligence and digital technology industry.
In the current period, the key task of the Ministry of Science and Technology is to perfect the legal framework to facilitate innovation and digital economic development, while ensuring requirements on security, safety and national digital sovereignty.
Speaking at the meeting, Ms. Susan Pointer, Vice President of Amazon Group, highly appreciated Vietnam's approach of "balancing innovation and safety". At the same time, Ms. Susan Pointer said that Amazon Group has repeatedly contributed comments on draft legal documents related to cross-border data, digital services and AI. Amazon hopes to continue to be provided with the latest drafts so that it can contribute more practical expertise, in line with the operational practices of global businesses.
The two sides agreed on the need to strengthen the policy consultation mechanism between state management agencies and large technology enterprises, to ensure feasibility and harmonize interests between digital economic development and information security.

Promoting low-orbit satellite infrastructure testing and technology supply chain
One of the key topics of the meeting was the plan to deploy a low-orbit satellite network that Amazon is building to provide broadband Internet connection to areas with limited connection infrastructure.
Amazon representatives said the Group has put more than 150 satellites into low-altitude orbit and is continuing to expand towards providing services by 2026. This system is expected to effectively support communications in natural disaster conditions, remote areas, and at the same time open up new development opportunities for education, healthcare and essential digital services.
In addition, many other device lines such as e-readers, home security devices, and routers are also being manufactured in Vietnam for export to many international markets.
Amazon has applied for a license to test satellite services in Vietnam and hopes to receive support in completing the required procedures. The company commits to providing full information related to socio-economic efficiency and ensuring information system security when requested by the management agency.
In addition to manufacturing activities, Amazon expressed its desire to increase the localization rate in the electronic components supply chain and encourage Vietnamese enterprises to participate more deeply in the Group's global value chain. Amazon also proposed expanding cooperation in training high-quality human resources in the fields of digital technology, data and AI, considering this a key factor for Vietnam's sustainable development in the digital age.
Deputy Minister Pham Duc Long highly appreciated Amazon's proposals, affirming that this orientation is consistent with the high-tech industry development strategy, promoting the "Make in Vietnam" technology business model. The Ministry of Science and Technology will assign functional units to coordinate with Amazon to review the product catalog, clarify support needs, and consider the possibility of applying preferential policies in accordance with current regulations.
The Deputy Minister affirmed that Vietnam welcomes large technology corporations to increase their presence and investment in Vietnam, on the basis of complying with the law, ensuring harmonious interests and information security.
