In the first seven months of 2025, the Board of Directors of the Provincial Social Policy Bank promptly and effectively implemented the directives of the superiors on credit for poor households and other policy beneficiaries in the area. As of July 31, the whole province had over 52,400 poor households and other policy beneficiaries receiving loans with a loan turnover of over VND 3,260 billion. The total outstanding debt of credit programs in the area reached nearly VND 17,800 billion, an increase of more than 5% compared to 2024. After merging administrative units and implementing the 2-level local government model, the Provincial Social Policy Bank continued to maintain 479 transaction points in 148 communes and wards in the province as before the merger, creating convenience for people to come and transact.

In the third quarter of 2025, a number of key targets and tasks were identified: Complete 100% of the capital plan targets and credit balances assigned by the Central Government, bringing the total outstanding balance to VND 17,900 billion; overdue debt and outstanding interest decreased by 10% compared to June 30; coordinate with local authorities and relevant units to investigate and review people's demand for loans for policy credit programs in the 2026-2030 period...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Manh Son requested: In the coming time, the Provincial Social Policy Bank will focus on accelerating the disbursement of policy credit capital to beneficiaries; compare and classify debts according to regulations in combination with reviewing and handling debts of customers who have left their place of residence, urging the collection of overdue debts and handling risks due to objective causes; proactively reporting and promptly advising the Representative Board to assign and adjust credit plan targets to beneficiaries; focusing on solutions to improve the quality of transaction activities at the commune level. Coordinate with agencies and localities to strengthen professional training for staff of associations, grassroots organizations, and management boards of savings and loan groups on the activities of receiving trust, receiving authorization for lending, and the work of handing over and receiving documents related to policy credit activities after the merger. Promote digital transformation, digitize management processes and organize policy implementation, ensuring security, safety and confidentiality.
Focus on implementing solutions to improve the efficiency of policy credit activities in the new period; promptly advise the Provincial People's Committee to issue a plan to implement Decision No. 1560/QD-TTg dated July 18, 2025 of the Prime Minister on the Plan to implement Directive No. 39-CT/TW dated October 30, 2024 of the Central Party Secretariat on improving the efficiency of social policy credit in the new period and other relevant documents.
Members of the Board of Representatives strengthen inspection and supervision, actively grasp difficulties in implementing policy credit to propose timely solutions.
