This shows that the Party not only requires officials to be "virtuous and talented" but also to have "the vision" to steer the country in the context of a highly competitive and complex globalized world.

Recently, Standing Committee member Tran Cam Tu, on behalf of the Politburo, signed and promulgated Regulation No. 365-QD/TW (dated August 30, 2025) on the standards for official positions under the management of the Central Committee, Politburo, and Secretariat of the Party, and the framework of standards for leadership and management positions at all levels (hereinafter referred to as Regulation 365).

One of the notable points of Regulation 365 is regarding ethics, lifestyle, and organizational discipline; managers at all levels are required to avoid vanity, political opportunism, and lust for power.

The regulations also emphasize the prohibition of using any means to obtain positions, power, rewards, or to be included in planning or appointments. In addition, officials must resolutely combat individualism, avoid extravagant or pragmatic lifestyles, factionalism, localism, or group interests.

In terms of qualifications and capabilities, the new document requires officials to possess scientific and technological knowledge appropriate to the job requirements. At the same time, officials also need to be able to approach and solve problems flexibly and effectively, demonstrating sharp thinking and the ability to make timely and accurate decisions...

Compared to previous regulations, the requirements for Central Committee members are clearer: they must be well-trained cadres with a comprehensive knowledge base, who have undergone training and testing in practice, and who have achieved outstanding results and produced tangible "products" in their work.

For members of the Politburo and the Secretariat, Regulation 365 inherits the basic standards from before, but adds the requirement that they must be decisive, resolute, and effective in performing their duties.

At the same time, these positions require the ability to develop long-term development strategies for the country, possess vision and responsibility in training and nurturing the workforce, ensuring continuity and sustainable development between generations…

It can be affirmed that the Party's cadre, from its founding to the present day, has always been trained, tested, and matured in hardship. From the pioneering leaders to the present generations, the common denominator is "loyalty to the country, devotion to the people, diligence, frugality, integrity, and selflessness."

Those values ​​have become the foundation upon which our Party has issued standards for leadership positions throughout different periods. Regulation 365 continues that tradition while simultaneously meeting the new requirements of the era of integration, reform, and development.

In personnel management, standards are not only for evaluation, selection, or placement, but more importantly, for building trust. The people need to see in their leaders shining qualities: transparency, steadfastness, but also dynamism and creativity. The Party needs to see in them absolute loyalty to the ideals, organizational skills, the ability to unite, and a desire to contribute.

Regulation 365 was issued with the expectation and affirmation that the Party listens to the people, places the people's trust in the standards of its officials; and conversely, officials must demonstrate that trust through their actions, work efficiency, and integrity in their daily lives.

Experience has shown that an incompetent and corrupt official can damage trust, slow down the development of the entire group, and even affect the integrity of the system. Conversely, an official with both talent and virtue will become a pillar of support, inspiring and igniting aspirations for advancement within the community.

Therefore, Regulation 365 also means building a mechanism to "ensure that no unqualified person is overlooked, and that no truly capable and dedicated person is missed." This is the basis for preventing the practice of buying and selling positions and power; at the same time, it affirms that high-level personnel work must be based on objective, open, and transparent standards.

The country is facing a great opportunity as it enters a new phase of development with the goal of becoming a powerful and prosperous nation by 2045. To realize this aspiration, the prerequisite is a team of officials at all levels who possess strong political acumen, intelligence, and modern management skills, as well as sufficient prestige to unite and lead.

Regulation 365 serves as a "mirror" for each leader to reflect on whether they have reached the necessary stature and are truly worthy. At the same time, it is also the Party's "commitment" to the people: every selected official must be worthy of trust, someone who dares to take responsibility, dares to lead the way, and dares to sacrifice for the common good.

Cadres are the foundation of all work. Choosing the right cadres is choosing the right future. Regulation 365 is also seen as a measure of trust, a foundation upon which the Party and the people place their expectations in a worthy leadership team capable of shouldering the responsibility of leading the country towards prosperity and strength.
