That shows that the Party not only requires cadres to be "virtuous and talented" but also "qualified" to steer the country in the context of complex and competitive globalization.
Recently, Standing member of the Secretariat Tran Cam Tu, on behalf of the Politburo, signed and issued Regulation No. 365-QD/TW (dated August 30, 2025) on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat and the framework of standards for positions of leaders and managers at all levels (referred to as Regulation 365).

One of the notable points of Regulation 365 is about ethics, lifestyle and sense of organization and discipline. Managers at all levels are required not to be greedy for fame, political opportunism, or power ambition.
The regulation also emphasizes the prohibition of using any means to gain positions, power, rewards, or to be planned or appointed. In addition, officials must resolutely fight against individualism, not falling into a lavish, pragmatic, factional, local, or group-interest lifestyle.
In terms of qualifications and capacity, the new document requires cadres to have scientific and technological knowledge appropriate to the requirements of the task. At the same time, cadres also need to have the ability to approach and solve problems flexibly and effectively, demonstrate sharp thinking and the ability to make timely and accurate decisions...
Compared to previous regulations, the requirements for Party Central Committee members are clearer, they must be well-trained cadres with a comprehensive knowledge base, undergo training and practical challenges, and achieve outstanding achievements and have clear "products" during their work.
For Politburo and Secretariat members, Regulation 365 inherits the previous basic standards, but adds the requirement: to be decisive, resolute and effective in performing tasks.
At the same time, these positions need to be able to build long-term development strategies for the country, have vision and responsibility in training and fostering staff, ensuring inheritance and sustainable development between generations...
It can be affirmed that the Party's cadres, since its establishment, have always been trained, tested and matured in hardship. From the previous leaders to today's generations, the common denominator is "loyalty to the country, filial piety to the people, diligence, thrift, integrity, impartiality".
Those values have become the foundation for our Party to issue standards for leadership positions in each period. Regulation 365 continues that tradition but at the same time meets the new requirements of the period of integration, innovation and development.

In personnel work, standards are not only for evaluation, screening or placement, but more importantly for building trust. People need to see in leaders bright, transparent, steadfast qualities, but also dynamic and creative. The Party needs to see in them absolute loyalty to ideals, organizational ability, solidarity and aspiration to contribute.
The promulgation of Regulation 365 also comes with expectations and affirmations: The Party listens to the people, puts the people's trust in the standards of cadres; and vice versa, cadres must demonstrate that trust through actions, work efficiency, and integrity in daily life.
Practice has proven that a weak and corrupt cadre can damage trust, slow down the development of the whole group, and even affect the integrity of the apparatus. On the contrary, a cadre with both talent and virtue will become a support, inspire and arouse the desire to rise in the community.
Therefore, Regulation 365 also means building a mechanism to "not let unworthy people slip through, not to miss out on truly capable and dedicated people". That is the basis to prevent the situation of running for positions and power; at the same time, affirming that high-level personnel work must be based on objective, public and transparent standards.
The country is facing a great opportunity as it enters a new stage of development with the goal of becoming a powerful and prosperous nation by 2045. To realize this aspiration, the prerequisite is to have a team of officials at all levels who are both politically steadfast, intelligent and have modern management capacity, and have enough prestige to gather and lead.
Regulation 365 is a “mirror” for each leader to look back at himself to see if he is qualified enough, if he is truly worthy. At the same time, it is also the Party’s “commitment” to the people: each selected cadre must be worthy of trust, must dare to take responsibility, dare to lead the way, and dare to sacrifice for the common good.
Cadres are the foundation of all work. Choosing the right cadres means choosing the right future. Regulation 365 is also considered a measure of trust, a fulcrum for the Party and the people to place their hopes on a worthy leadership team, shouldering the responsibility of bringing the country to greatness.
