Information related to education has attracted particular public attention in recent days, besides the 2024 high school graduation exam, there is also the Doctor of Law degree of citizen Vuong Tan Viet.
Citizen Vuong Tan Viet, also known as Venerable Thich Chan Quang (born in 1959), is the abbot of Thien Ton Phat Quang Monastery in Tan Hai commune, Phu My town, Ba Ria - Vung Tau province.
Venerable Thich Chan Quang is not only proficient in English, a poet, and a composer, but he is also renowned for his positive contributions to spreading Buddhist thought, social welfare, charity, and environmental protection.
In addition, he is also known as the shareholder holding 80% of the shares in Phap Quang Cultural Company Limited – a business dealing in functional foods and spiritual items, including many books and CDs by Dr. and Venerable Thich Chan Quang.

The talent and fame of Venerable Thich Chan Quang have recently become more widely known, as at the age of 58, he decided to study Law in the part-time program at Hanoi Law University and graduated after two years with a distinction.
Subsequently, he pursued a PhD at the same university, completing the program in two years. His dissertation was evaluated by the committee members, who noted its humanistic value transcending purely theoretical and legal research.
And it is precisely the fame and exceptional talent of Venerable Thich Chan Quang, far exceeding the ordinary thinking of the majority, that has made that talent seem extraordinary, causing public uproar and generating considerable media attention.
Many questions have been raised. For example:
On June 7, 2019, Hanoi Law University issued Admission Notice No. 2190/TBTS-ĐHLHN regarding the second round of doctoral admissions for 2019. One of the regulations in the notice is: " Applicants must have a Bachelor of Law degree from a regular program with a GPA of excellent or higher…".
On September 30, 2019, Hanoi Law University issued a correction to this information, stating: "Applicants must have a Bachelor of Law degree with a distinction or higher..." (removing the requirement for a regular degree).
According to the old regulations, Venerable Thich Chan Quang, with his excellent part-time degree, would not be eligible for consideration. However, under the regulations in the announcement dated September 30, 2019, Venerable Thich Chan Quang meets the requirements.
Was this adjustment intended to facilitate the Venerable Thich Chan Quang, or was it simply a typographical error, and did Hanoi Law University make the correction to comply with legal regulations?
This information was communicated to the press yesterday, June 25th, by Hanoi Law University. It was simply an oversight, and the university has adjusted it to comply with Clause 1, Article 5 of Circular 08/2017/TT-BGDĐT of the Ministry of Education and Training: "Applicants for doctoral training must have a bachelor's degree with a distinction or higher, or a master's degree."
Another question is, according to the regulations of Hanoi Law University, the doctoral training period for those with a bachelor's degree is 4 years of continuous full-time study. How did Venerable Thich Chan Quang manage to complete the program in just over 2 years?
It would be difficult to explain without being an insider, familiar with the regulations and training procedures for Venerable Thich Chan Quang, especially at a time when the Covid-19 pandemic was raging and many localities were under lockdown to prevent the spread of the disease.
In a press release issued yesterday, Hanoi Law University provided very detailed information on the training process and the reasons for shortening the training time. It stated: “From December 2019 to June 2021, doctoral candidate Thich Chan Quang completed the full master's degree program and 7 modules of the doctoral program.”
This doctoral candidate also completed supplementary courses and doctoral-level courses; published two international papers; and received approval from the research group or supervisor to register for thesis evaluation at a specialized unit.
In June 2021, doctoral candidate Thich Chan Quang completed the departmental review of his dissertation and defended it at the institutional level three months later.
On October 3, 2021, doctoral candidate Vuong Tan Viet submitted a request to shorten his training period. Two months later, he was recognized as having successfully defended his dissertation at the university level.
Thus, the training process information for Venerable Thich Chan Quang is very clear, complete, and follows the correct procedures. And as a leader from Hanoi Law University assessed in an interview with the Industry and Trade Newspaper: "Venerable Thich Chan Quang is a serious and diligent student, and has ensured that all processes have been carried out in accordance with regulations."
"Hanoi Law University is a reputable training institution, so there is no truth to the rumors circulating on social media. Everything is done according to proper procedures and regulations. Anyone who posts defamatory or insulting information will be held accountable when the authorities investigate," the representative said.
The information provided by Hanoi Law University was very clear, yet it still did not satisfy the public's concerns. Therefore, yesterday, June 25th, the Ministry of Education and Training had to request Hanoi Law University to provide a clear report on this matter.
Hopefully, the matter will soon receive a final conclusion from the highest educational authority, the Ministry of Education and Training, to dispel unfounded doubts and distorted narratives affecting the reputation of Hanoi Law University and Venerable Thich Chan Quang.
