On the afternoon of November 8th, the Standing Committee of the Provincial Party Committee held a working meeting with a delegation from the Communist Magazine, led by Associate Professor Dr. Pham Minh Tuan, Deputy Editor-in-Chief in charge of the Communist Magazine, to conduct research and field surveys in the province.

In implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, the Provincial Party Committee has concretized these into regulations, projects, programs, plans, and tasks appropriate to the province's conditions; identifying key areas to focus on from the beginning of the term to remove obstacles, resolve bottlenecks, and prepare the material conditions for breakthrough development. It has issued and implemented several important resolutions, numerous policies and mechanisms to support production and development, unlocked resources, and proposed comprehensive tasks and solutions to focus leadership, direction, and implementation with high political determination, a clear roadmap, and firm steps, with a focus on key priorities, closely adhering to the five key tasks and solutions and three strategic breakthroughs for economic growth as outlined in the Resolution of the 20th Provincial Party Congress, ensuring alignment with the Central Government's direction and leveraging the dynamism and creativity of the entire political system to achieve the best possible results. The province's average economic growth rate (GRDP) over the three years (2021-2023) is estimated at 8.56%; the size of the economy in 2023 is estimated at VND 68,358 billion, 1.3 times higher than in 2020. Average per capita income in 2023 is estimated at VND 62.4 million/person, 1.2 times higher than in 2020. During the 2021-2023 period, the province consistently ranked among the top in the country in terms of the high disbursement rate of public investment capital. Investment promotion and attraction activities in the Economic Zone and industrial parks and clusters have been intensified, with many innovations and high effectiveness. From 2021 to June 2023, the province approved and adjusted investment policies and investment registration certificates for 274 projects with a total registered capital of VND 57,149.4 billion, of which the total foreign direct investment (FDI) reached over USD 1 billion. Culture and social affairs have seen significant progress, and social security is ensured. National defense and security are maintained. Party building and the political system are implemented synchronously and with many innovations. Unity in awareness, action, and solidarity throughout the political system, social consensus, and people's trust in Party committees and governments at all levels are increasingly enhanced.

The members of the working group and delegates from the province focused on exchanging and discussing to further clarify some outstanding achievements in the province's socio-economic development in the past period; especially in the fields of agriculture, farmers, and rural areas; the issue of promoting the cultural and human resources of Thai Binh in the new era; issues related to standardizing the standards of cadres, leaders, and managers, the province's experience and current challenges; the issue of digitizing Party work, promoting the application of information technology in the activities of grassroots Party organizations and Party members; solutions to improve the quality of Party branch meetings and avoid "formalism"; developing Party members in the province's industrial zones, some experiences and current challenges; the purchase and reading of Party newspapers and magazines, etc.
Speaking at the conference, Comrade Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, proposed several issues that need attention and review, such as: improving the leadership capacity and fighting strength of grassroots Party organizations; the education and management of Party members; and mechanisms to protect cadres who dare to think, dare to act, and dare to take responsibility… He also summarized some outstanding results in the province's socio-economic development in the past period, emphasizing the determination and decisive involvement and responsibility of the entire political system, the business community, and all strata of the people who have strived to seize opportunities and overcome difficulties and challenges. In particular, he highlighted the effective promotion of grassroots democracy, thereby unleashing the internal strength of the people and making a significant contribution to the successful implementation of local tasks.
Associate Professor Pham Minh Tuan, Deputy Editor-in-Chief of the Communist Magazine and Head of the delegation, expressed his gratitude for the warm and thoughtful reception from the province. He was deeply impressed by the traditions and development of Thai Binh province over the past period. In particular, since the beginning of the term, the Party Committee and government of Thai Binh province have made many breakthroughs, yielding impressive results, especially in Party building, investment attraction, and new rural development… Through the working session and field survey in the province, the delegation gained valuable materials to carry out its propaganda and practical summary tasks in accordance with the Party's resolutions. He sincerely thanked Thai Binh province for its enthusiastic and effective cooperation and support for the Communist Magazine in fulfilling its political and scientific tasks over the past period. The comrade wished the Party Committee, the government, and the people of Thai Binh province continued success in the future, and that they would soon realize the goal of becoming a developed province in the Red River Delta region.

On this occasion, Associate Professor Pham Minh Tuan, Deputy Editor-in-Chief of the Communist Magazine, presented a certificate of commendation from the Editorial Board of the Communist Magazine to the Provincial Party Committee's Propaganda Department for its outstanding achievements in the distribution of printed publications of the Communist Magazine from 2021 to 2023.
