Continue to strengthen the building of a strong and comprehensive Party and political system

The work of building a clean and strong Party and political system in all aspects has always been considered important by the Quang Ninh Party Committee and implemented comprehensively and synchronously. The effectiveness of this work has contributed significantly to the effective leadership and implementation of local tasks in all areas.

The Provincial Party Committee always pays attention to directing the building of a strong Party in terms of politics, ideology, and ethics, associated with improving the leadership capacity and fighting strength of Party committees and organizations at all levels. The province directs the serious implementation of Central Resolutions 4, 5, 6, 8 (term XIII) associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; regularly reviewing and perfecting regulations, rules, procedures, and coordination mechanisms related to the organization and operation of Party committees and organizations to ensure compliance with the principle of democratic centralism.

The province pays attention to building a team of civil servants with strong political will, integrity, discipline, dedication and creativity. Right from the beginning of 2024, the province issued a plan, clearly assigning specific tasks to each agency, unit and locality, promoting the role of leaders in leading and directing the implementation of tasks, especially administrative reform, implementing civil service ethics standards, rectifying office culture, maintaining administrative discipline...

Periodically every month, quarter, year, the province and departments, branches and localities organize to evaluate the results of work, analyze administrative reform indicators to promptly grasp the shortcomings, limitations, causes to rectify and strengthen responsibility, promptly remove "bottlenecks" in solving work for people and businesses. In particular, branches and localities publicize hotline phone numbers to receive information reflecting violations of regulations on public ethics, discipline, administrative discipline; at the same time, focus on regular and unscheduled inspections of compliance with regulations and working style of civil servants; periodically change the working positions of civil servants in specialized departments, offices, public service units, especially for sensitive positions, prone to negativity...

In order to spread the value of the book and concretize the viewpoints and orientations on building and developing an advanced Vietnamese culture with strong national identity, on August 7, 2024, the Provincial Party Committee organized a conference to study, disseminate and learn the content of the book "Building and developing an advanced Vietnamese culture with strong national identity" by the late General Secretary Nguyen Phu Trong. Quang Ninh is also the first locality in the country to organize a conference to study and disseminate the content of this book.

This is a broad political and ideological activity, aiming to commemorate and express gratitude for the late General Secretary Nguyen Phu Trong's feelings for the Party Committee, government and people of all ethnic groups in Quang Ninh province; to absorb profound values about the fundamental and long-term direction for the task of building and developing an advanced Vietnamese culture imbued with national identity; in which the focus is on building a system of national values, a system of cultural values, a system of family values and standards for Vietnamese people in the new era.

Immediately after this conference, Party committees and organizations at all levels seriously organized extensive political activities among cadres, Party members and people in their localities and units, to study and learn the content of the book by the late General Secretary Nguyen Phu Trong, with the goal of bringing culture deeply into life, society, each individual, collective and all areas of life and human relations...

Protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints is an important content in the work of Party building and rectification. In the context of complicated and unpredictable developments in the world and the country, the task of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints is even more urgent. The province has seriously implemented the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the new situation. In particular, the province directed the pilot implementation of the thematic activity "Party Cell 35" according to Resolution No. 35-NQ/TW (dated October 22, 2018) of the Politburo on strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the new situation.

Up to now, many branches and Party committees have seriously implemented activities with many topics of "Party Cell 35" closely following current reality. Typically, the Provincial Inspectorate Party Committee held a thematic activity with the content of "Revolutionary ethical standards of cadres and Party members in the new period"; the Party Committee of Ha Long City Party Committee held a thematic activity "Identifying and responding promptly and effectively to non-traditional security challenges"; the Party Committee of the News Department (Provincial Media Center) held a thematic activity "Promoting the role of the press in protecting the Party's ideological foundation, fighting against bad, toxic information, wrong and hostile viewpoints"...

The content of the thematic activities of "Party Cell 35" of the branches and Party committees all closely follow the requirements of the thematic activities according to Instruction No. 12-HD/BTCTW (dated July 6, 2018) of the Central Organizing Committee on a number of issues to improve the quality of Party cell activities, focusing on two groups of contents: protecting the Party's ideological foundation and fighting against bad, toxic information, wrong and hostile viewpoints, in which special attention is paid to combining "building and fighting", taking "building" as the main thing, "fighting" as important and urgent. Thereby, helping cadres and Party members to gradually identify and have effective solutions to respond to challenges, increase proactiveness and effectiveness in responding to ensure human security, national security, maintain political security stability, social order and safety...

Thematic meetings help cadres and party members to perceive and specifically evaluate the leadership and direction of party cells and party committees in the activities of agencies and units; create unity in the perception and action of party committees, party organizations, cadres and party members in performing tasks.

To prepare well for the Party Congresses at all levels, Quang Ninh province is one of the localities in the country that has been the first to specify Directive No. 35-CT/TW. In particular, high requirements are placed on the work of drafting documents and personnel for the congress, because these are important contents and factors that create success for the congress.

Up to now, the Provincial Party Standing Committee has listened to and commented on the preliminary outline of the Political Report of the Provincial Party Committee, term XV, to be submitted to the 16th Provincial Party Congress. The province has also implemented the official personnel planning to join the Party Central Committee, term XIV, 2025-2030; implemented the review process to propose and supplement the new planning of the Provincial Party Committee for the term 2025-2030, ensuring standards and conditions; rotated, transferred, and assigned work to members of the Provincial Party Committee, preparing a step for personnel to join the provincial Party Committee for the term 2025-2030... The province has also consistently directed to maintain the implementation of the model of 100% of Party cell secretaries who are also village (hamlet, residential area) heads according to the motto "People trust - Party nominates", ready for the upcoming election.
