Final episode: Quality of Party cell activities - Current situation and solutions

(GLO)- As mentioned in the previous issue, the role of the Party cell is very important. However, to promote that role, the Party cells need to improve the quality of activities and ensure that activities are held regularly according to regulations.

In activities, the Party cell needs to carefully prepare content, especially in terms of politics , ideology, organization and leadership in implementing political tasks of the assigned agency, unit and locality.

The person running the Party cell activities needs to promote democracy, accept constructive opinions from Party members, "separate the turbid and bring out the clear", in order to build Party cell resolutions that are suitable to the actual situation and tasks of the agency, unit, and locality. Because, in reality, many Party cell secretaries are still immature in terms of political theory, weak in Party work, political work, and ideology.

On July 23, 2025, the Central Party Secretariat issued Directive No. 50-CT/TW on continuing to innovate and improve the quality of Party cell activities in the new period.

The Directive requires: “Our country is entering a new stage of development, associated with historical milestones of special importance: the 100th anniversary of the Party's founding (1930-2030) and the 100th anniversary of the country's founding (1945-2045), placing increasingly high demands on our Party to constantly improve its intelligence and mettle to be able to lead the revolutionary cause.”

With the role and tasks of the Party's basic organizations (Party Committees and Party Cells) as stipulated in the Party Charter, improving the quality of Party cell activities is an urgent requirement, of special importance, contributing to building a clean and strong Party in all aspects, fulfilling the role and mission of leading the country to develop richly and prosperously in the new era.

First of all, each cadre and party member needs to correctly perceive and thoroughly grasp the role and tasks of the grassroots Party organization and Party cell as required by the Secretariat: "Consider this a political order... Party organizations and party members must identify Party cell and Party activities as the most important meetings."

By the end of 2024, the Gia Lai Provincial Party Committee (old) had 21 subordinate Party Committees, 918 grassroots Party organizations and 3,441 Party cells directly under the grassroots Party Committee. At the same time, the whole province had 1,534/1,577 Party cells with Party Committees; 1,489 village chiefs were Party members, of which 1,112 were Party cell secretaries and village chiefs.

Looking at the statistics, it can be affirmed that this is a strong Party organization, all work at the grassroots level will be resolved thoroughly, close to the people; the legitimate aspirations and wishes of the people will be grasped specifically by the Party Committee and the government and resolved reasonably.

However, in reality, the situation at the grassroots and among the people still has many issues that deserve attention. Cadres, party members and grassroots party organizations are not always close to the people. This stems from the bureaucracy of cadres and party members, leading to many incidents happening among the people but party members and party cells are not aware of them.

Besides, the Party cell activities are just "coping" with the regulations of the superiors; the quality is low, the assessment and evaluation of the situation is superficial and general, even only discussing the contents of professional work and affairs.

Leaders, heads of agencies, units, and localities, with the excuse of being "busy with work", pay little attention to directing and participating in Party cell activities to grasp the political and ideological situation of Party members and the masses. And from that, there are Party members whose will to strive has decreased, they do not perform Party member duties, but have not been considered for handling.

The Gia Lai Provincial Party Committee (old) has a policy that provincial leaders must periodically go down to participate in grassroots party cell activities; provincial and district party cells are twinned with local party cells to participate in activities and coordinate in organizing activities at the grassroots level... However, the results achieved are not as expected, because the situation of "dragonflies treading water" when superiors go down to the grassroots level is the cause of bureaucracy that has not been overcome.

At the end of 2024, the Gia Lai Provincial Party Committee (old) assessed: The review, screening, and removal of unqualified party members from the Party were carried out seriously, contributing to improving the leadership capacity, fighting strength of the Party organization and the quality of cadres and party members. In 2024, the entire Party Committee had 463 party members disciplined and 82 party members removed from the Party.

However, if the Party cell activities were serious and of high quality, the above statistics would be much different. Many cadres and Party members do not speak and act in accordance with the Party's guidelines and policies, the State's laws and policies; they lack exemplary behavior before the masses. Many people have even "lost their fighting spirit" in Party cell activities.

Reality has proven that if leaders at all levels, heads of agencies, units and localities seriously participate in party activities and party cell activities; in activities promote democracy, listen and accept the opinions and contributions of party members, many problems arising in society will be considered and resolved, and corruption, "self-evolution" and "self-transformation" will be reduced.

This directive of the Secretariat clearly states: Fundamentally and comprehensively innovate the content and form of Party cell activities in a practical and effective direction, in accordance with regulations and instructions from superiors, suitable for each type of Party cell, especially in remote, border, island areas, areas with religious followers, private enterprises, and foreign-invested enterprises.

The content of the meeting must be discussed thoroughly and deeply, resolving tasks that are in line with the functions and tasks of the Party cell. Through the meeting, the Party cell can grasp the thoughts of cadres and Party members, promptly detect and resolve difficulties, obstacles, new problems, and complex issues arising from the grassroots.

The issue of self-criticism and criticism in the spirit of solidarity, construction, love for comrades and colleagues, upholding discipline, order, democracy... is the principle of party activities and cell activities. The Secretariat's directive requires that in the new revolutionary period, in cell activities, it is necessary to "thoroughly overcome the situation of indifference and loss of fighting spirit in cell activities".

Based on the provisions of the Party Charter, the Party's organizational system is established to correspond to the State's administrative organizational system.

Therefore, if the head of the agency, unit, or locality cares about party work and the party cell, he or she will create favorable conditions in terms of time, facilities, etc. for the party cell to operate best.

The author once knew a private business owner who was not a party member, but he was ready to fire a subordinate director for obstructing the party activities of party members in the business with the reason... not being allowed to attend party cell activities during office hours (?!). However, how often do we have business leaders like that!

Directive No. 50-CT/TW of the Secretariat requires responsible persons to "ensure the necessary conditions to organize well the activities of Party cells. Local Party committees, agencies and units need to pay attention to the material facilities, arrange meeting places for Party cells, especially in rural areas, apartment buildings, in all types of enterprises..." is extremely correct and timely.

With the rapid development of information technology today, the Secretariat also requires that, where conditions are favorable, "digital transformation should be carried out in Party cell activities, information technology application should be promoted, and the electronic Party Member Handbook should be effectively deployed in Party cell activities; at the same time, information security and safety should be ensured and the content of Party cell activities in the digital environment should be strictly managed."

If the above regulation of the Secretariat is implemented, it will certainly facilitate the activities of the Party cell and provide online information to all Party members and to those Party cells and Party members who do not have the conditions to participate in direct activities. And that is also one of the contents of innovation and improvement of the quality of Party cell activities.
