In its meetings, the Party branch committee needs to carefully prepare the content, especially regarding politics , ideology, organization, and leadership in carrying out the political tasks assigned to the agency, unit, or locality.

Party branch leaders need to promote democracy, receive constructive feedback from party members, and "separate the wheat from the chaff" to develop party branch resolutions that are appropriate to the actual situation and tasks of the agency, unit, or locality. In reality, many party branch secretaries still lack sufficient political theory knowledge and are weak in party work, political work, and ideological work.
On July 23, 2025, the Central Party Secretariat issued Directive No. 50-CT/TW on continuing to innovate and improve the quality of Party branch activities in the new period.
The directive states: “Our country is entering a new stage of development, linked to historically significant milestones such as the 100th anniversary of the founding of the Party (1930-2030) and the 100th anniversary of the founding of the nation (1945-2045), placing increasingly high demands on our Party to continuously improve its intellect and capabilities to be able to lead the revolutionary cause.”
Given the roles and responsibilities of grassroots Party organizations (Party committees, Party branches) as stipulated in the Party Charter, improving the quality of Party branch activities is an urgent requirement of special importance, contributing to building a clean, strong, and comprehensive Party, and fulfilling its role and mission of leading the country towards prosperous development in the new era.
First and foremost, every cadre and Party member needs to correctly understand and thoroughly grasp the role and tasks of grassroots Party organizations and Party branches as required by the Secretariat: "Consider this a political order... Party organizations and Party members must determine that Party branch meetings and Party meetings are the most important meetings."

By the end of 2024, the former Gia Lai Provincial Party Committee had 21 subordinate Party Committees, 918 grassroots Party organizations, and 3,441 Party branches directly under the grassroots Party committees. At the same time, the entire province had 1,534 out of 1,577 Party branches with Party committees; 1,489 village heads were Party members, including 1,112 Party branch secretaries who also served as village heads.
Looking at the statistics, it can be affirmed that this is a strong Party organization, where all work at the grassroots level will be handled thoroughly and closely with the people; the legitimate concerns and aspirations of the people will be grasped concretely by the Party committee and the government and resolved in a fair and reasonable manner.
However, in reality, the situation at the grassroots level and among the people still presents many concerning issues. Cadres, Party members, and grassroots Party organizations are not always close to the people. This stems from the bureaucracy of cadres and Party members, leading to many incidents occurring among the people that Party members and branches are unaware of.
Furthermore, Party branch meetings are merely a formality to comply with regulations from higher levels; their quality is low, assessments of the situation are superficial and cursory, and discussions often focus only on professional work and routine matters.

Leading officials and heads of agencies, units, and localities, citing "work commitments," pay little attention to directing and participating in Party branch activities to understand the political ideology of Party members and the masses. As a result, some Party members have lost their fighting spirit and failed to fulfill their Party duties, yet have not been investigated or disciplined.
The former Gia Lai Provincial Party Committee had a policy that provincial-level leaders should periodically participate in grassroots Party branch meetings; Party branches of provincial and district agencies should establish fraternal ties with local Party branches to participate in meetings and coordinate activities at the grassroots level... However, the results were not as expected, because the "dragonfly skimming the water" phenomenon when superiors visit the grassroots level, which is the root cause of bureaucracy, has not been overcome.

At the end of 2024, the Gia Lai Provincial Party Committee (formerly) assessed that the review, screening, and removal of unqualified Party members from the Party had been carried out seriously, contributing to improving the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members. In 2024, the entire Party Committee had 463 Party members disciplined and 82 Party members removed from the Party register.
However, if Party branch meetings were conducted seriously and with quality, the above statistics would be quite different. Many cadres and Party members speak and act contrary to the Party's guidelines and policies, and the State's laws and regulations; they lack exemplary conduct before the people. Furthermore, many have "lost their fighting spirit" in Party branch meetings.
In reality, if leaders at all levels, heads of agencies, units, and localities seriously participate in Party activities and branch meetings; if they promote democracy, listen to and are receptive to the contributions of Party members during these meetings, then many problems arising in society will be considered and resolved, and corruption, "self-evolution," and "self-transformation" will be reduced.
This directive from the Party Central Committee clearly states: Fundamentally and comprehensively reform the content and form of Party branch activities in a practical, effective manner, in accordance with the regulations and guidelines of higher levels, and suitable for each type of Party branch, especially in remote areas, border regions, islands, areas with religious communities, private enterprises, and enterprises with foreign investment.

The content of the meetings must be discussed thoroughly and in depth, addressing matters within the functions and duties of the Party branch. Through these meetings, the Party branch can grasp the thoughts of cadres and Party members, promptly identify and resolve difficulties, obstacles, new issues, and complex problems arising from the grassroots level.
The issue of self-criticism and criticism in the spirit of solidarity, constructive cooperation, mutual affection among comrades and colleagues, upholding discipline, order, and democracy... is a principle of Party activities and branch meetings. The Secretariat's directive requires that in the new revolutionary period, branch meetings must "thoroughly overcome the state of indifference and loss of fighting spirit in branch meetings."
Based on the provisions of the Party Charter, the Party's organizational system is established to correspond with the State's administrative organizational system.
Therefore, if the head of the agency, unit, or locality pays attention to Party work and Party branches, they will create favorable conditions in terms of time, facilities, etc., for the Party branches to conduct their activities in the best possible way.
The author once knew of a private business owner who wasn't a party member, but he readily dismissed a subordinate director for obstructing party activities within the company, citing the reason that... he wasn't allowed to attend branch meetings during working hours (?!). However, how often do we find business leaders like that!
Directive No. 50-CT/TW of the Party Central Committee requires those responsible to "ensure the necessary conditions for organizing Party branch meetings effectively. Local Party committees, agencies, and units need to pay attention to the material facilities and arrange meeting places for Party branches, especially in rural areas, apartment complexes, and various types of enterprises..." This is absolutely correct and timely.

With the rapid development of information technology today, the Party Central Committee also requested that, where conditions are favorable, "digital transformation should be implemented in the activities of Party branches, the application of information technology should be promoted, and the application of the electronic Party member handbook should be effectively deployed in Party branch meetings; at the same time, information security and safety should be ensured, and the content of Party branch meetings in the digital environment should be strictly managed."
If the above regulation of the Party Central Committee is implemented, it will certainly facilitate branch meetings and provide online information to all party members, including those branches and members who are unable to attend meetings in person. This is also one of the ways to innovate and improve the quality of branch meetings.
