Increasing the effectiveness of legal education in the capital's armed forces

The Party Committee of the Hanoi Capital Command identifies the dissemination and education of law as a key task in the political and ideological building of the capital's armed forces.

Tasks are prioritized

Recognizing the position, role and importance of legal dissemination and education in improving legal understanding, building awareness of self-compliance with the law and military discipline for officers, professional soldiers, non-commissioned officers, soldiers, defense workers and civil servants, contract workers, militia and reserve forces, the Party Committee of the Command has issued a resolution to lead the tasks in 2025, in which legal dissemination and education is given priority.

With the goal of attaching importance to the dissemination and education of law as a direct contribution to building a clean and strong Party organization; a comprehensively strong unit that is "exemplary and typical"; and strong and excellent mass organizations, the Command has synchronously deployed many solutions to improve the effectiveness of this work.

In particular, the Party Committee of the Command regularly grasps the importance of disseminating and educating the law, directs the inclusion of legal content in Party activities and political and ideological activities; promotes propaganda, discipline education, and promotes the spirit of self-conscious compliance with the law among soldiers.

Along with that, the Command deployed many diverse forms of propaganda such as organizing political announcements, Political and Spiritual Culture Day, Law Day; disseminating new regulations, disciplinary rules, legal responsibilities of soldiers; applying internal communication, military press and digital media to expand the scope of reach. Thereby, creating a profound change in awareness of law compliance and discipline in the entire force.

Notably, the work of inspection, supervision and evaluation of results is focused, especially the monitoring of the level of disciplinary violations of officers and soldiers. The rate of regular disciplinary violations is very low (under 0.2%) and there are no serious violations. This result is obtained from the evaluation of the effectiveness of legal dissemination and education based on the following criteria: Legal awareness, compliance and reduction of disciplinary violations; at the same time, promoting the role of grassroots legal reporters.

Associated with formal construction and discipline training

Colonel Nguyen Van Huu, Political Commissar of the Hanoi Capital Command, said that the dissemination and education of law is directed to be integrated into training, unit activities and the building of a disciplined and regular system. Thanks to that, when officers and soldiers study law, they are associated with disciplinary regulations and behavioral responsibilities. Dissemination and education of law is not only a "spiritual education" activity, but also becomes a tool to build a strong and disciplined force.

In addition to inspection work, the Command also strengthens the system of legal reporters and propagandists; improves the capacity of this team to convey new regulations and adjustments on discipline and law in a profound and practical way. Through propaganda sessions, inspections, and legal activities, the awareness of officers and soldiers is raised, forming the habit of complying with policies, regulations, and discipline, contributing to building an exemplary unit.

“For many years in a row, the Party Committee of the Capital Command has been recognized as a clean and strong unit; a typical strong unit. This partly reflects the effectiveness of the work of disseminating and educating the law,” Colonel Nguyen Van Huu emphasized.

Currently, expanding propaganda to digital forms and multimedia communication requires human resources and funding to ensure that legal content is both accurate and attractive. However, some grassroots legal reporters still have limited communication skills, especially when explaining complex legal regulations to young soldiers and militia. Therefore, although disciplinary violations have decreased, measuring "law compliance awareness" is still a challenge, and cannot be based solely on the number of violations but requires more in-depth quantitative assessment methods such as surveys, interviews, and behavioral monitoring.

Based on the results of 2025, in the coming time, the Command will increase the application of technology, develop a legal e-learning platform for officers and soldiers; use videos and micro-learning to integrate legal knowledge into daily activities.

In addition, the Command has stepped up to improve the quality of its reporting staff; organized training courses, fostered communication skills, updated new laws; built a core reporting team with high expertise in military discipline and law. At the same time, built a system of indicators to evaluate the effectiveness of disseminating and educating the law not only based on disciplinary violations but also taking into account attitudes, awareness and proactive compliance with the law. The work of disseminating the law has been expanded to the commune and ward levels, with increased coordination with the local Military Command to disseminate the law to militia and youth.
