At the meeting, members of the Subcommittee on Documents for the 18th Hanoi City Party Congress listened to and discussed four topics: the working regulations of the Subcommittee on Documents for the 18th Hanoi City Party Congress; the assignment notice of the Subcommittee on Documents for the 18th Hanoi City Party Congress; the plan of the Subcommittee on Documents for the development, discussion, and contribution of opinions to the draft documents for the 18th Hanoi City Party Congress; and the preliminary draft of the Political Report outline.
Concluding the meeting, City Party Secretary Dinh Tien Dung stated that the 14th National Congress of the Party is expected to take place in the first quarter of 2026. Therefore, to ensure timely completion, the 18th City Party Congress must be held in the fourth quarter of 2025, and the Party Congresses at the grassroots level must be completed in the third quarter of 2025, while the grassroots Party Congresses must be completed in the second quarter of 2025. Consequently, the preparation of documents must be carried out seriously, systematically, and according to schedule and plan, meeting the requirements for progress and quality.
According to the City Party Secretary, the drafting of the documents for the 18th City Party Congress this time has many advantages compared to the previous term, as the City Party Committee has already conducted a review of 10 years of implementing Resolution No. 11-NQ/TW dated January 6, 2012, of the Politburo on the direction and tasks for the development of Hanoi Capital City in the period 2011-2020; and a review of the implementation of the 2012 Law on the Capital City... In addition, resolutions of the Central Committee and the Politburo on national and capital city development have also been fully issued, such as Resolution No. 06-NQ/TW dated January 24, 2022, of the Politburo on planning, construction, management, and sustainable development of Vietnamese cities until 2030, with a vision to 2045; Resolution No. 30-NQ/TW, dated November 23, 2022, of the Politburo on socio -economic development and ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045; Resolution No. 15-NQ/TW, dated May 5, 2022, on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045... The National Assembly is expected to consider and pass the Law on the Capital City (amended) at its 7th session in May 2024, with many contents that can be implemented immediately after the National Assembly's approval.
In addition, the city is also urgently finalizing the dossiers for two strategic plans, including the " Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050" and the "Revised Master Plan for Hanoi Capital City until 2045, with a vision to 2065," to report to competent authorities for consideration, with the expectation of government approval this year. The basis for developing the documents for the next term is very complete, specific, clear, and importantly, must be chosen in a way that is appropriate and persuasive.
"In the next 5-10 years, Hanoi has the opportunity to develop in line with its political goals and tasks of building and developing the capital city into a 'Cultural, Civilized, and Modern' city, truly worthy of being the national political and administrative center, the heart of the country; a major center for economy, culture, education and training, science and technology, and international integration. Therefore, the document must reflect that spirit," the City Party Secretary emphasized.
The Party Secretary also stated that the Hanoi Party Committee will soon direct the review of the implementation of the 10 work programs of the 17th term. This will serve both as content for drafting documents and as part of the report for the Congress. This is a task that all levels and sectors must prioritize and implement early. Through this review, the effectiveness can be accurately assessed, and work programs for the next term can be proposed and selected. Regarding data, the Subcommittee must also pay attention to ensuring accuracy and consistency.
Regarding the theme of the Congress, the City Party Secretary stated that the Subcommittee would continue to agree to assign the City Party Committee's Propaganda Department to lead the report and proposal, while the editorial teams would also conduct research to prepare a report on this important topic.
The City Party Secretary noted that the tasks ahead are numerous and arduous, requiring all levels, sectors, and key officials from the city level down to the grassroots, including members of the Subcommittee on Documents for the 18th City Party Congress, to uphold a high sense of responsibility, "running and queuing at the same time," striving to ensure both the quality of preparations for the Congress and the successful completion of regular leadership and guidance tasks, ensuring the successful implementation of the goals and tasks of the Resolution of the 17th City Party Congress and the Resolutions of Party Congresses at all levels for the 2020-2025 term, especially those targets that are still challenging.
