Hanoi deploys the construction of draft documents for the 18th Party Congress of the City

According to the content of Plan No. 05-KT/TBVK, the purpose is to determine the roadmap, steps, content, time schedule and organize the implementation of work to develop the draft Congress Documents to ensure progress and quality, thereby contributing to the overall success of the Congress.

Accordingly, the development, discussion and contribution of opinions to the draft Congress Documents must closely follow the direction of the Central Committee, inherit the experience of the 17th Congress of the City Party Committee and the current reality of the City; closely follow the spirit of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045; Law on the Capital (amended); Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, adjusting the Hanoi Capital Master Plan to 2045, with a vision to 2065...

The political report presented to the Congress is the central report, playing a guiding role for other documents of the Congress. Therefore, it must be conducted in a scientific, serious manner, with innovation in the way of doing things, reviewing and evaluating comprehensively, deeply, objectively, in accordance with the practical situation, advantages, disadvantages and causes. Especially subjective causes, linking the review of the implementation of the Party Committee's political tasks with the implementation of the Party Charter, the resolutions of the Central Committee, especially the Central Resolution 4 (term XI, XII), the Conclusion of the Central Resolution 4 (term XIII) on Party building...

Based on the analysis of the current situation and forecast of the situation in the coming years, clearly identify the goals, targets, breakthroughs, main tasks and solutions of the Party Committee in the fields of socio-economy, national defense, security, foreign affairs, Party building and the political system in the coming term.

Regarding the review report of the 17th City Party Executive Committee, it promotes the spirit of self-criticism and serious criticism; properly evaluates the leadership results of the Party Committee during the term.

Regarding discussion and comments on the draft documents of the Congress, promote democracy and responsibility, organize to collect opinions widely, take advantage of the intelligence of all levels, sectors, the Vietnam Fatherland Front, organizations, unions and the people of the Capital to participate in contributing opinions to the draft Political Report to be submitted to the 18th Congress of the City Party Committee. Organize well the synthesis of discussion and comments on the draft documents of the Congress to select, absorb, supplement and perfect the draft documents to be submitted to the Congress.

The plan projects the roadmap and progress of the editing of the draft documents of the 18th City Party Congress until September 2025. It is expected that from August to September 2025, the City Party Committee will seek opinions from the conference and draft reports: Political report (6th time); Review report of the 17th City Party Committee Executive Committee; Resolution of the 18th City Party Congress. Receive opinions from the City Party Committee conference, complete the draft documents to report, and request opinions from the Politburo.
