Hanoi is in the process of drafting the documents for the 18th Congress of the Hanoi City Party Committee.

According to Plan No. 05-KT/TBVK, the purpose is to determine the roadmap, steps, content, timeline, and organization of work to develop the draft Congress documents, ensuring progress and quality, thereby contributing to the overall success of the Congress.

Accordingly, the drafting, discussion, and feedback on the draft Congress documents should adhere closely to the Central Committee's directives, inherit the experience of the 17th Congress of the Hanoi City Party Committee and the current realities of the city; closely follow the spirit of Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045; the Law on the Capital City (amended); the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the adjusted General Planning of Hanoi Capital City until 2045, with a vision to 2065...

The political report presented to the Congress is the central report, playing a guiding role for other documents of the Congress. Therefore, it must be conducted scientifically , seriously, with innovative methods, comprehensively and deeply reviewing and evaluating, objectively reflecting the practical situation, strengths, weaknesses, and causes. Especially the subjective causes, linking the review of the Party Committee's performance of its political tasks with the implementation of the Party Charter, the resolutions of the Central Committee, especially Resolution No. 4 (11th and 12th terms), and the Conclusion of Resolution No. 4 (13th term) on Party building…

Based on an analysis of the current situation and forecasts for the coming years, the Party Committee will clearly define its goals, targets, breakthroughs, key tasks, and solutions in the fields of socio-economic development, national defense, security, foreign affairs, Party building, and the political system for the next term.

Regarding the review report of the Executive Committee of the City Party Committee, 17th term, it emphasizes the spirit of serious self-criticism and criticism; and accurately assesses the results of the Party committee's leadership during the term.

Regarding discussions and feedback on the draft documents of the Congress, promoting democracy and responsibility, organizing widespread consultations, and leveraging the wisdom of all levels, sectors, the Fatherland Front, organizations, associations, and the people of Hanoi to contribute opinions to the draft Political Report to be presented at the 18th Congress of the Hanoi Party Committee. Organizing the compilation of discussion and feedback on the draft documents of the Congress to select, incorporate, supplement, and finalize the draft documents to be presented at the Congress.

The plan outlines the timeline and progress for editing the draft documents for the 18th Congress of the Ho Chi Minh City Party Committee until September 2025. It is expected that from August to September 2025, feedback will be sought from the City Party Committee meeting on the following draft reports: the Political Report (6th version); the Report on the Review of the Executive Committee of the City Party Committee, 17th term; and the Resolution of the 18th Congress of the Ho Chi Minh City Party Committee.
