Dong Nai: Exploiting the economic development potential of Dong Xoai

Dong Xoai Ward (Dong Nai Province) was established on the basis of merging two administrative units: Tien Thanh Ward and Tan Thanh Commune of Dong Xoai City (economic-political center of the former Binh Phuoc Province).

The locality has certain advantages with well-invested infrastructure, well-planned development space, diversified economy , from industry, services to trade, agriculture... all of which have created a solid foundation for Dong Xoai to make great strides in the new development process.

Solid foundation

Dong Xoai Ward has many potentials and outstanding advantages for comprehensive development. The locality is located in a strategic position, connecting key traffic routes such as National Highway 14, the North-South Expressway in the West (Gia Nghia-Chon Thanh), creating advantages for inter-regional trade. The modern economic and technical infrastructure network, 2 industrial parks with large land funds help Dong Xoai Ward be ready to receive investment capital to serve production and services.

In addition, Dong Xoai ward also has a large-scale provincial general hospital with 600 beds that has attracted medical services from neighboring communes and wards. With rapid urbanization and synchronous infrastructure development, the locality has many advantages to attract investment and develop economic and service sectors.

According to Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dong Xoai Ward, Duong Hoai Pha, Dong Xoai's economy has grown quite well in recent times, the economic structure has shifted in the right direction, increasing the proportion of industry-small industry and trade-services, gradually reducing the proportion of agriculture. Annual budget revenue has met and exceeded the target assigned by superiors, budget expenditures have been ensured according to regulations, economically and effectively; attention has been paid to investing in infrastructure development, linking economic development with environmental protection, building "Clean, green, bright, beautiful, safe" roads.

Accordingly, industrial production - handicrafts and construction continued to develop, maintain stability and maintain growth. In the ward, there are 2 industrial parks, with great development potential, attracting 47 investment projects (including 25 foreign-invested projects), attracting more than 14,000 workers with 300 production and business enterprises in many fields, creating many jobs for local workers with an average monthly income of about 8 million VND/person; companies and enterprises are constantly expanding the scale of production development; the occupancy rate reached 88.35%.

Regarding trade and services, Dong Xoai continues to develop and expand with many types of business and trade such as The Gold Mart supermarket system, Bach Hoa Xanh and small traders; the flow of goods is abundant, rich and diverse to meet the production and consumption needs of the people.

In the area, Tan Thanh market has been invested in, and is currently building another self-production-self-consumption market with an area of 3,200m2 in Tien Thanh 1 quarter, contributing to stabilizing the trading place and supplying goods to the people. Services are increasingly developing with a system of restaurants, motels, inns, transportation services, banks, insurance, private clinics...

Chairman of Dong Xoai Ward People's Committee Duong Hoai Pha affirmed that with the existing solid foundation, the attention and support of Dong Nai province, a team of young, dynamic, technology-savvy cadres... along with the high determination of the Party Committee, government and people are the important driving forces for the comprehensive development of Dong Xoai Ward in the coming time.

Aspiration to rise from potential

In the period of 2025-2030, Dong Xoai ward strives for the proportion of industry-construction to be 54.84%, trade-services to be 35.59%, agriculture to decrease to 9.57%; developing high-tech agriculture, sustainable urban agriculture; per capita income to increase by 60% compared to 2025. The ward strives to recognize at least 5 new OCOP products, encourage the building of brands and value chains of local products. The ward also identifies 3 strategic breakthroughs; in which breakthroughs in infrastructure and urban development space, mobilizing and effectively using investment resources are the key breakthroughs.

To achieve this goal, Party Secretary and Chairman of Dong Xoai Ward People's Council Vu Van Muoi said that the locality will review, establish new, supplement and adjust the general planning, zoning planning and detailed planning, ensuring that it is consistent with the new development space of the ward after the merger and strive to become a dynamic ward of the province; focus on planning, site clearance to create land funds and technical infrastructure to attract investment in building social housing, developing model residential areas, parks, commercial and service streets, creating urban landscape highlights and improving the quality of life for the people.

At the same time, the ward strengthens regional-local linkages, expands the urban space development axis towards Suoi Cam Lake, Phuoc Hoa irrigation lake, along Song Be River and strategic traffic routes; promotes innovation in growth models, supports innovative startups, encourages the development of enterprises, cooperatives, digital economy, circular economy, green economy; gradually forms an innovative startup ecosystem in the ward.

Localities proactively coordinate with functional sectors to support enterprises in accessing land, expanding production and business, attracting labor, and creating jobs; shifting the economic structure towards rapidly increasing the proportion of industry, handicrafts, trade and services, and gradually reducing the proportion of agriculture. Strictly manage conditional business sectors and products; encourage the formation and strong development of private enterprises and start-up companies.

Dong Xoai focuses on calling for investment in trade centers, fairs, warehouses associated with industrial parks; developing high-end services such as hotels, restaurants, entertainment areas, retail systems and convenience stores at regional and urban levels; focusing on rationally exploiting revenue sources, especially from public land funds, creating resources for investment in essential infrastructure, especially traffic infrastructure, cultural institutions, and tourism infrastructure. At the same time, investing in and building a model of "Preserving and promoting ethnic minority culture associated with tourism development" in Bung Se quarter, creating a unique cultural-tourism highlight, contributing to improving people's income and life, especially ethnic minorities.

Mr. Vu Van Muoi emphasized that the locality also encourages people and businesses to participate in investing in developing infrastructure works and essential public services; promotes public-private partnership (PPP) models suitable to local practical conditions; makes the most of resources from the higher-level budget, national target programs and other legal capital sources, to increase investment in socio-economic infrastructure, especially in key neighborhoods, resettlement areas, new urban areas, and areas creating space for tourism development.

On the other hand, Dong Xoai also focuses on mobilizing resources to speed up compensation, support and resettlement of projects in the ward, especially the project to build the North-South Expressway in the West, Gia Nghia (Lam Dong) - Chon Thanh (Dong Nai), the section through Dong Xoai ward and projects to mobilize people to donate land use rights (donate land) for planned routes; attract and call for investment in the Nha Bich Water Plant project.

At the first Congress of the Dong Xoai Ward Party Committee, term 2025-2030, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Nai Provincial People's Council Ton Ngoc Hanh proposed that the Ward Party Committee must mobilize all resources to realize the goal of turning Dong Xoai into a civilized, ecological, and humane urban area; focus on restructuring the economy towards making trade-services-logistics a key economic sector, effectively exploiting the advantages of 2 industrial parks and National Highway 14, in parallel with developing high-tech agriculture and branded OCOP products.

The Ward Party Committee continues to consolidate and build a team of cadres and civil servants with sufficient political courage, qualities, capacity and experience, who dare to innovate, be creative, take responsibility and truly be a bridge between the people and the government. At the same time, the Ward Party Committee must strongly transform its thinking from administrative management to service, development creation, promoting the motto "local decision, local action"./.
