According to the Vietnam Register, as of January 1, 2024, there will be 13,836 cars nationwide that have expired their service life. Of these, 7,108 are passenger cars and 6,728 are cargo cars.

Dak Lak province alone has 268 expired cars (including 165 passenger cars and 103 cargo vehicles).

According to the provisions of Circular No. 58/2020 dated June 16, 2020 of the Ministry of Public Security on the process of granting and revoking registration and license plates of road motor vehicles, the vehicle registration management agency is responsible for notifying the owner of the expired vehicle about the revocation of registration and license plates. Within 30 days from the date of notification, if the vehicle owner does not voluntarily return it, the registration agency will revoke it on the vehicle registration system and notify the police of the units and localities.

According to the provisions of Decree 100/2019 dated December 30, 2019 of the Government , in case the vehicle owner does not comply with the revocation of the registration certificate and license plate, he/she will be fined 2-4 million VND (individual vehicle owner) and 4-8 million VND (organizational vehicle owner).

In case the vehicle has expired its road traffic period, the driver will be fined 4-6 million VND, have his/her driving license revoked for 1-3 months and have the vehicle confiscated.
