Dong Hai Fishing Port is a Class 3 port that has been in operation since 1996. To date, due to the rapid increase in the number of fishing vessels, approximately 450, it has become overloaded, causing difficulties for vessels entering and leaving the port. The existing transportation, drainage, wastewater treatment, and seafood sorting systems have severely deteriorated and no longer meet the needs of fishermen's fishing operations. Following the issuance of Resolution No. 37/NQ-HĐND of the Provincial People's Council, the Department of Agriculture and Rural Development has urgently directed the Management Board of Fishing Ports to promptly address these issues. Accordingly, the Department has advised and proposed to the Provincial People's Committee to approve the plan and allocate approximately 9.3 billion VND to carry out repairs and remediation of some essential facilities at the port. Currently, the Department of Planning and Investment and the Department of Finance are considering the allocation of funds for implementation. Furthermore, in 2023, the province allocated 1 billion VND for repairing internal roads and wastewater treatment, essentially resolving the environmental pollution situation at the port. The dredging of the channel, berthing area, and storm shelter is being implemented through a public-private partnership model, and the legal procedures are currently being finalized for construction.

After listening to feedback from relevant agencies, local leaders, and some fishermen in the area, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, in his concluding remarks at the monitoring session, requested the Department of Agriculture and Rural Development to strengthen coordination with relevant departments, agencies, and localities to comprehensively review the difficulties and shortcomings in the current operation of the port in order to advise the Provincial People's Committee on issuing a plan to direct and resolve them promptly. This includes focusing on proposing the allocation of investment funds for upgrading appropriate facilities for each stage; assessing and estimating reserves and expediting the bidding process to attract businesses to participate in dredging the waterways; strictly managing the leasing of land and the production and business activities of establishments and households in the port area; and paying attention to environmental sanitation and safe mooring of vessels. The study calculates the potential for expanding the port's operations to neighboring areas, aiming to gradually complete the planning, meet the needs for mooring and logistics services for the fishing industry, and create momentum for the efficient and sustainable development of the fisheries sector.
