Full text of Minister Dang Quoc Khanh's speech at the Circular Economy Forum 2023

Dear Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister of the Socialist Republic of Vietnam

Dear delegates and guests,

Allow me to begin my speech by expressing my sincere thanks to all delegates and distinguished guests who attended and participated in the Vietnam Circular Economy Forum 2023 today.

I would like to express my deep gratitude to Deputy Prime Minister Tran Hong Ha for his constant attention, close guidance and his attendance and speech at the Forum today. The presence of the Deputy Prime Minister is of great significance in raising awareness, organizing implementation of the political system, people and business community, promoting the development of circular economy; continuing to strongly affirm the Government's viewpoint in implementing Vietnam's international commitments in environmental protection, responding to climate change, especially the goal of net zero emissions by 2050, building and developing a green economy and circular economy.

Dear all,

Currently, environmental and climate issues are always placed at the top priority in the agendas of the leaders of the Party and State of Vietnam, the programs and plans for socio-economic development of the country with the highest goal of protecting people's health, ensuring the quality of the living environment, protecting biodiversity and ecosystems. Building a green economy, a circular economy, and an environmentally friendly economy has been clearly demonstrated in the Party's guidelines and policies, and the State's policies and laws. The Resolution of the 13th National Congress of the Party affirmed the policy of "building a green economy, a circular economy, and an environmentally friendly economy", "developing a roadmap, mechanisms, policies and laws to form and operate a circular economy model" .

Implementing major and important orientations and policies of the Party and State, aiming to promote the implementation of circular economy in Vietnam, the Ministry of Natural Resources and Environment has coordinated with the United Nations Development Program (UNDP) and domestic and foreign partners to organize the "Vietnam Circular Economy Forum 2023" with the theme "Developing a National Action Plan to implement circular economy" to determine the roadmap, promote public-private cooperation, mobilize bilateral and multilateral resources from international organizations and the business community to effectively implement the National Action Plan to implement circular economy in Vietnam in the coming time.

The Vietnam Circular Economy Forum 2023, held close to the time of COP28 held in the United Arab Emirates, has conveyed profound significance in conveying Vietnam's message to the international community about the challenges, risks and negative impacts of climate change, Vietnam's proactiveness and positivity in efforts to respond to global climate change. Increase the participation of the business sector, including pioneering enterprises in greenhouse gas emission reduction activities (enterprises implementing carbon neutral plans, energy transition, etc.). Promote cooperation with bilateral and multilateral partners, international organizations, and international financial institutions to mobilize support for Vietnam to implement the circular economy model.

The Ministry of Natural Resources and Environment would like to fully accept the comments and directions of the Deputy Prime Minister and the speeches of the delegates at the Plenary Session of the Forum. These are valuable comments and an important basis for the Ministry of Natural Resources and Environment to continue to perfect the National Action Plan for implementing the circular economy; build and operate a platform for connecting information and sharing data on the application of the circular economy model; issue a framework for guiding the application and assessment of the implementation of the circular economy; have incentive mechanisms and create financial mechanisms for the development of the circular economy in the context of a competitive market; promote the participation of the business community in the process of transforming the management structure, innovation, access to technology, and advanced production methods to contribute to the transition to a circular economy in Vietnam.

To prepare well for the implementation of the National Action Plan on Circular Economy immediately after it is issued by the Prime Minister, creating momentum for socio-economic development and environmental protection,

The Ministry of Natural Resources and Environment requests central ministries, branches and local authorities to integrate circular economy into the process of developing strategies, programs, plans and development projects; coordinate with the Ministry of Natural Resources and Environment to develop and issue a Circular Economy Implementation Plan in accordance with the National Plan and the characteristics of the industry, sector and locality. During the implementation process, regularly update and share information with the Ministry of Natural Resources and Environment to promptly report to the Prime Minister for direction.

The business community and production, business and service establishments are responsible for establishing a management system and applying measures to exploit, use resources economically and effectively, reduce emissions, and increase the level of recycling and reuse of waste right from the project construction and design stages to the production and distribution stages of products and goods.

Dear delegates and guests,

On this occasion, on behalf of the Ministry of Natural Resources and Environment, I would like to sincerely thank the leaders of the Party and State, especially Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, for always paying attention and directing the implementation of actions to respond to climate change, promote circular economy, and protect the environment and resources.

We would like to sincerely thank the Ministries, departments, branches, localities, partners, international organizations, business community and people for actively responding and participating in environmental and climate activities with many very practical initiatives applying the circular economic model.
