The rate of agricultural workers in the total social workforce in 2025 is estimated at 50.1%, achieving the planned target (<52%), of which the rate of trained workers in 2025 is 70%, the rate of trained workers with degrees and certificates is 25.3%. The value of industrial production (at 2010 comparative prices) is estimated at 75,000 billion VND. Forming 07 industrial parks and 22 industrial clusters. The urbanization rate in 2025 is estimated at 31.5%. Developing the health system in a synchronous, modern and internationally integrated direction; improving the quality of services, basically meeting the needs of care and improving people's health. Currently, the whole province has 07 concentrated industrial parks with relatively synchronous technical infrastructure, attracting nearly 200 projects into operation, creating jobs for over 10,000 workers; 22 industrial parks have been established and attracted 232 projects creating jobs for about 5,000 workers.

The internal industry structure is shifting in a positive direction, rapidly increasing the proportion of processing and manufacturing industry (estimated by the end of 2025 this rate will be 66.76%).

The whole province has 99/99 communes and wards with national grid electricity; 91.9% of hamlets and villages have national grid electricity and up to now, 3,070/3,078 villages have completed supplying electricity. It is estimated that by the end of 2025, the rate of households using national grid electricity will reach 99.7%.

Total retail sales of goods and social service revenue in 2025 is estimated at VND 85,000 billion, equal to 100% of the assigned plan, up 25.3% over the same period last year (VND 82,900 billion).

The province has directed the timely implementation and application of FTAs ​​in guiding enterprises to declare and issue certificates of origin for exported goods: The Lao Cai Regional Import-Export Management Department has issued certificates of origin: In the first 10 months of 2025, COs were issued for more than 450,000 tons of goods (including dragon fruit, watermelon, jackfruit, tapioca starch, dried cassava chips, peanuts, fresh lychees, durian...) with a value of more than 250 million USD.

In the period of 2023-2025, it is estimated that 108,371 workers will be employed (including: 35,239 people from the local socio-economic development program, 25,154 people from the National Employment Fund. 2,619 people will be provided with labor to work abroad under contract, 45,409 people will be provided with labor to work in other provinces).

However, Lao Cai province's industrial growth is not sustainable, some industrial production technology projects are old and outdated, production costs are high, product prices are high, and input materials are still lacking. The progress of investment in technical infrastructure of industrial zones and clusters is still slow; attracting new investment is still difficult and has not attracted many investors' attention. Investment in power projects still faces many difficulties and is behind schedule due to site clearance and land lease. Planning, projects and proposals in the Border Gate Economic Zone that have a direct impact on the value of import and export turnover are slow to be implemented. The quality of labor supply still has many shortcomings and limitations, not meeting the labor demand of a modern, flexible, sustainable and integrated labor market...

Therefore, Lao Cai province has recommended to the Government: Directing relevant ministries and branches to promptly appraise and submit to the Prime Minister for consideration and approval of the Rural Electricity Supply Program for Mountainous and Island Areas for the period 2025 - 2030; Directing central ministries and branches to accelerate the completion of procedures to open new and upgrade pairs of border gates and customs clearance routes of international border gates.

Recommendations to the Ministry of Finance: Advise the Government to prioritize the allocation of public investment capital for infrastructure projects that directly serve industrialization and modernization. Ministry of Industry and Trade: Develop a specific action program at the national level and in bilateral negotiations to support businesses in overcoming technical barriers, helping businesses reduce dependence and improve their position at the trade negotiation table. Research, advise, and report to the Government to issue breakthrough policy solutions to develop the supporting industry, reduce dependence on imported raw materials, especially for key manufacturing industries in mountainous and border provinces./.
